THE HIRING DEPARTMENT:
The Security Unit (PSEC) of the African Development Bank reports directly to the President. This unit delivers comprehensive security services to the Bank, necessitating that its personnel are highly professional, adaptable, and capable of operating across tactical, operational, and strategic domains. PSEC is responsible for identifying, preventing, and responding to a wide array of threats and risks affecting personnel, assets, information, and the Bank’s reputation. Additional responsibilities of PSEC include conducting risk analyses, providing training, coordinating with external entities, and overseeing the planning, programming, and budgeting for various security initiatives.
THE POSITION:
The primary objective of the Senior Regional Security & Safety Officer is to provide expert and specialized support on all security and safety matters within the region, adhering to International Standards and the Bank’s Guidelines.
KEY FUNCTIONS:
The main duties and responsibilities of the Senior Regional Security & Safety Officer include:
Security Management Professional
Strategic Leadership
- Develop and deliver comprehensive security advisories for senior leadership in designated regions.
- Collaborate in the formulation and refinement of enterprise-wide security policies, strategies, standards, and protocols.
- Spearhead the execution of these policies and procedures to ensure alignment with best practices.
- Continuously evaluate the efficacy of existing security measures and recommend data-driven adjustments as necessary.
Operational Excellence
- Proactively monitor and assess emerging threats, implementing preemptive measures to safeguard AfDB operations.
- Design and execute a robust security risk and vulnerability assessment program to identify and mitigate potential risks.
- Cultivate strong partnerships with diplomatic missions, international organizations, and local stakeholders to foster information sharing and collaborative security initiatives.
Technical Expertise
- Provide expert guidance on cutting-edge security technologies, encompassing access control systems, surveillance infrastructure, and intrusion detection mechanisms.
- Contribute to the design and maintenance of comprehensive emergency response plans for critical incidents such as active shooter scenarios, civil unrest, terrorist threats, and evacuations.
- Ensure unwavering compliance with all local, regional, and international security, safety, and business continuity regulations.
Vendor & Project Management
- Facilitate seamless coordination with external vendors to guarantee the timely delivery of essential goods and services.
- Collaborate closely with procurement teams to ensure adherence to procurement policies and prompt payment to suppliers.
- Champion efficient budget utilization and ensure projects are delivered on schedule, within budget, and to the highest quality standards.
- Proactively identify cost optimization opportunities through process streamlining or cross-functional collaboration.
Qualifications & Experience
- Master’s degree or equivalent in Security Management, Business Administration, Political/Social Science, International Relations, or a related field with a strong emphasis on security.
- Professional security certification from a globally recognized institution is preferred.
- Minimum of five years of progressive experience in military, law enforcement, intelligence, or corporate security environments with a focus on operational coordination and international exposure.
- Proven track record of leading and implementing security initiatives in complex, high-risk environments.
- Exceptional analytical, communication, and interpersonal skills with the ability to build rapport and influence stakeholders at all levels.
