Terms of Reference

The Senior Programme Monitoring Assistant will report to and receive guidance from the Program Officer and may oversee certain support staff. Additionally, the incumbent will receive indirect guidance from other relevant sections and units pertaining to the country program(s) or global quality assurance standards. The work of the incumbent will be informed by the UNHCR Manual, UNHCR’s corporate and regional strategic priorities, operational plans, and other pertinent institutional rules and regulations.

The Senior Programme Monitoring Assistant will play a key role in supporting and advising on monitoring protection and solution strategies, ensuring coordination with other sections/units to maintain unified monitoring approaches. The incumbent’s responsibilities will align with UNHCR’s overall directions, emphasizing collaboration with partners, including individuals of concern, governmental bodies, and the private sector. This role requires adherence to UNHCR’s Strategic Directions, Global Strategic Priorities (GSPs), the Global Compact for Refugees (GCR), and corporate stances on the Sustainable Development Goals (SDGs).
