For our country programme office in Cameroon, we are looking for a dynamic and committed Technical Advisor to contribute to the goal of its Jengi TNS Programme.

Reports to: Programme Manager
Location: Mambele
Duration: One-year renewable

Mission of the Department:

In 1995, Government declared the area that is now the Lobéké National Park in South-East Cameroon as an “essential zone of protection.” It became part of the South East Technical Operational Unit (UTO / SE), It was integrated into the Tri-National Sangha (TNS) landscape following the signature of the transboundary cooperation agreement on December 7, 2000 by the Governments of the Republic of Cameroon, the Central African Republic and the Republic of Congo. In 2001, Government classified the ZEP as the Lobéké National Park (LNP). WWF has maintained effective presence in the area since 1995, when it created the Jengi Southeast Forest Programme. Eventually the Program evolved into the present Jengi Tri-Nationale de la Sangha (TNS) Program that supports the LNP and its peripheral zone in wildlife conservation, contributing to the well-being of local populations and sustainable management of natural resources through a landscape approach in partnership with the Ministry of Forestry and Wildlife, the Fondation pour le Tri-national de la Sangha (FTNS) and others. FTNS supports the LNP and its peripheral zone through the following annual work programs:

Program 1: Administration and Infrastructural Development
Program 2: Protection
Program 3: Participatory management and sustainable development
Program 4: Research, ecological and socioeconomic monitoring
Program 5: Transboundary cooperation
Program 6: COVID-19

The Technical Advisor will lead delivery in Programs 2 and 4, and support the achievement of the overall mission of the Jengi Tri-Nationale de la Sangha (TNS) Program as needed. Consistent WWF Cameroon vision of a future with healthy ecosystems and thriving biodiversity supporting people and driving sustainable development in Cameroon. The Jengi Tri-Nationale de la Sangha (TNS) Program has as mission to stop biodiversity decline, reverse the negative trend and contribute to the improvement in the living conditions of the local communities and indigenous peoples (Baka).

Major functions:


The Technical Advisor will support the Programme Manager in the following areas:

  • Conceptualization, planning, implementation, reporting and monitoring of WWF interventions;
  • Consolidation and capitalization of the achievements and lessons of the PA co- management approach;
  • Pro-actively support the design and implementation of the landscape approach to ensure that the TNS landscape maintains its outstanding natural values for world heritage site, and contribute to poverty alleviation through land-based Payment of Ecosystem Services and other forest-based livelihood initiatives.

Major Duties and Responsibilities:

a) Lead delivery to the highest possible standard of all the outputs of the FTNS-supported Programs 2 and 4;
• Ensure the project compliance with technical and financial reporting and monitoring/evaluation requirements.

b) Lead initiatives to control illegal wildlife offtake and trade. This include the following:

  • The setting up and running of command centre for planning, monitoring and evaluation of surveillance operations, including a permanent control room for reel time monitoring of anti-poaching patrols and implementation of the SMART/Cybertrackers system to follow up and assess the efficiency and the effectiveness of anti-poaching operations;
  • Assistance in following up judiciary actions against arrested poachers and other wildlife-related offenders;
  • Developing appropriate institutional framework to coordinate anti-poaching operations around NPs with stakeholders, local administrative authorities and surrounding local communities.

c) Lead assessments of progress towards the achievement of conservation and sustainable development impacts: Oversee to bio- and socio-economic monitoring to assess biodiversity trends and the contribution of sustainable forest and wildlife management to equitable livelihoods improvement within Indigenous People and local communities.

Profile:

Required Qualifications

  • Advanced degree in tropical ecology, wildlife biology, forestry/natural resource management, rural geography, or any related specialization;
  • At least 7 years of experience in protected area management, development and implementation of sustainable forest and wildlife management strategies.

Required Skills and Competencies

  • Good knowledge of legal and institutional framework for forest and wildlife management in Cameroon;
  • Proven knowledge and skills in ecological and socio-economic monitoring and related tools;
  • Experience in community-based forest and wildlife resources management;
  • Strong analytical skills and computer-literacy with proven skills in GIS – ArcGIS or QGIS), SMART/Cybertracker, statistical package) and other software (Camera trap and drone analysis software);
  • Excellent oral and written communication skills;
  • Fluency in written and spoken French and working knowledge of English;
  • Proactive approach to meeting deadlines and delivering results with limited supervision;
  • Willingness and ability to live and work in a remote area;
