Project Description

Meeting Targets and Maintaining Epidemic Control (EpiC) is a global initiative funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Department of State. The project provides strategic technical assistance and direct service delivery to achieve and sustain HIV epidemic control among key and vulnerable populations. EpiC also supports broader global health objectives, including strengthening global health security (GHS) through outbreak response, expanding tuberculosis (TB) detection and treatment, improving maternal and child health (MCH), addressing malaria, and reinforcing health systems — particularly in areas such as supply chain management.

The EpiC Cameroon program will continue and expand life-saving HIV prevention, care, treatment, and support services across the country, building upon the achievements of previous PEPFAR-supported efforts. The project emphasizes the strengthening of community-led platforms and their integration with facility-based systems to enhance access to high-quality HIV services. It will focus on populations at elevated risk, including long-distance truck drivers (LDTD), children and adolescents living with HIV (C/ALHIV), HIV-exposed infants (HEIs), and their caregivers.

EpiC Cameroon aims to close critical gaps in HIV case finding (the first “95” of the UNAIDS 95-95-95 targets), while sustaining progress achieved in treatment coverage and viral load suppression (the second and third “95s”). Close collaboration with the Government of Cameroon — including the Ministry of Public Health and the National AIDS Control Committee — as well as with PEPFAR clinical partners, the Global Fund, and local community-based organizations will be key to delivering high-quality, evidence-based, and family-centered interventions tailored to the needs of specific populations.

Job Description

FHI 360 is seeking four (4) Community Technical Officers to be based in FHI 360’s offices in Yaounde, Douala, Ngaoundere, and Bafoussam Cameroon, with travel throughout the country. Preference is for Cameroonian national candidates.

Position Title: Community Technical Officer

  • Reports to: Community Technical Advisor
  • Location: Yaoundé, Douala, Ngaoundéré, or Bafoussam, Cameroon

Position Overview

The Community Technical Officer (CTO) will work under the supervision of the Community Technical Advisor to provide technical leadership and guidance for the design and implementation of community-based HIV prevention, testing, treatment, care, and support services. Guided by the project’s technical strategy and national standards, the CTO will ensure that community-level interventions are evidence-based, well-coordinated, and aligned with the broader program goals.

The CTO will collaborate closely with the Strategic Information (SI) and Evaluation team to ensure activities are implemented on time, meet set targets, and are informed by data. The officer will also support project planning, monitoring, and reporting to ensure that technical inputs contribute to high-quality implementation, effective budget management, and timely achievement of results.

Key Responsibilities

  • Provide technical support and guidance to sub-granted partners for the implementation of project work plans, including reviewing progress, identifying challenges, and proposing solutions.
  • Contribute to the development, adaptation, and dissemination of tools, materials, work plans, standard operating procedures (SOPs), and progress reports.
  • Work closely with assigned teams to ensure that all activities are implemented in accordance with project standards, donor guidelines, and approved work plans.
  • Collaborate with the Strategic Information team to promote data-driven decision-making and performance improvement.
  • Maintain and update project documentation, including protocols, instruments, datasets, manuals, training materials, and reports.
  • Respond promptly to requests and inquiries from internal and external stakeholders.
  • Conduct technical analyses of project performance to identify areas for improvement and recommend evidence-based strategies and operational guidelines.
  • Facilitate and support capacity-building and technical training activities for implementing partners and community-based organizations.
  • Ensure all interventions are technically sound, compliant with organizational policies, and aligned with donor and national standards.

Qualifications, Skills, and Experience

  • Bachelor’s degree (or international equivalent) in Public Health, Epidemiology, or a related field.
  • Minimum of 4 years of relevant experience in implementing PEPFAR-funded or other HIV-related public health programs.
  • Proven experience providing technical assistance, capacity strengthening, and program implementation support for HIV/AIDS service delivery.
  • Demonstrated understanding of Cameroon’s public health system and the sociocultural dynamics influencing community health.
  • Prior experience working in non-governmental organizations (NGOs) and/or in challenging or resource-constrained environments.
  • Experience supporting and building the capacity of community-based organizations (CBOs).
  • Strong analytical, reporting, and communication skills, including oral presentation and documentation abilities.
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint) and strong computer literacy.
  • Ability to travel within Cameroon as required.
  • Fluency in both French and English (written and spoken) is required.
