Call for Applications: Croatian Government Scholarships 2025/2026

The Ministry of Science, Education and Youth of the Republic of Croatia, in cooperation with the Agency for Mobility and EU Programmes, is launching a call for applications for the Croatian Government Scholarships for the 2025/2026 academic year. This program is open to international students, university teachers, and foreign researchers and scientists.

These scholarships offer the opportunity to study or conduct research in all academic fields at a public accredited higher education institution or research institute in Croatia, selected in advance by the candidate.

All mobility periods must take place within the 2025/2026 academic year, specifically between October 1, 2025, and September 30, 2026, excluding the months of July and August.

Program Details: Scholarships of the Republic of Croatia

  • Application Deadline: April 4, 2025

  • Eligible Levels: Undergraduate (BA), Graduate (MA), Doctoral (PhD), Postdoctoral, and Research

  • Funding Type: Fully funded

  • Eligible Applicants: All international candidates

  • Host Country: Croatia

Scholarship Categories and Benefits

A1 – Semester in Croatian Language (4–5 months)

For international BA or MA students interested in improving their Croatian language skills at Croaticum (University of Zagreb) or the School of Slavic Studies (University of Rijeka).

  • Eligible Applicants: Students in Croatian language or Slavic studies, enrolled in BA or MA, having completed at least two semesters. Students learning Croatian at their home institution are also eligible.

  • Benefits: Free language courses (winter or summer semester), monthly allowance, subsidized accommodation, and reduced-price meals.

A2 – Partial University Studies in Croatia (4–10 months)

For pursuing one or two semesters at a Croatian public university as part of a BA or MA program.

  • Eligible Applicants: International students from all disciplines, enrolled in BA or MA, having completed at least two semesters.

  • Benefits: Tuition-free studies, monthly financial support, university housing, and subsidized meals.

B – Full BA or MA Degree in Croatia

For students aiming to complete a full degree program in a Croatian public university.

  • Duration:

    1. BA: 36 or 48 months

    2. MA: 12 or 24 months

  • Eligible Applicants: Members of the Croatian national minority in Hungary, Romania, Slovakia, and citizens of China.

  • Requirements:

    1. Secondary school diploma for BA

    2. Bachelor’s degree (BA) for MA

  • Benefits: Tuition waiver, monthly allowance, university accommodation, and discounted meals.

C1 – Full Doctoral (PhD) Studies in Croatia (36 months)

Enables students to pursue a full doctoral program in a Croatian public university.

  • Eligible Applicants: Members of the Croatian minority in Hungary, Romania, Slovakia, and Chinese citizens.

  • Requirement: Master’s degree (MA).

  • Benefits: Tuition-free doctoral studies, monthly stipend, residence hall accommodation, and subsidized meals.

C2 – Research Stay or Partial Doctorate (1–10 months)

For foreign doctoral candidates wishing to carry out research or temporarily pursue doctoral studies in Croatia.

  • Eligible Applicants: Doctoral students enrolled in a recognized university outside Croatia.

  • Benefits: Free access to research or academic programs, monthly financial support, subsidized university housing, and meals.

D – Postdoctoral Research (1–10 months)

For researchers and academic staff to conduct a postdoctoral research project in Croatia.

  • Eligible Applicants: Researchers affiliated with a recognized higher education institution or research center in their country or abroad.

  • Requirement: A PhD must be obtained by the time of application.

  • Benefits: Free research access, monthly allowance, and subsidized accommodation.

E – Short-Term Postdoctoral Stay (3–29 days)

A short research visit at a Croatian institution.

  • Eligible Applicants: Researchers affiliated with a recognized institution in Croatia or abroad.

  • Requirement: Doctorate (PhD).

  • Benefits: Free research stay, monthly support, and university housing.

F – Summer Seminar in Croatian Language and Literature (2 weeks)

Covers participation in the Summer School of Slavic Studies in Dubrovnik, organized by the University of Zagreb, from August 17 to 30, 2025.

  • Eligible Applicants: BA or MA students in Croatian language/literature or Slavic studies, university-level Croatian learners, and PhD-holding academics in the field.

  • Requirement: Completion of at least two semesters in their current program.

  • Benefits: Free participation, accommodation, meals, and cultural activities.

Application Procedure

Applicants must submit their applications for bilateral scholarships through the online application system managed by the Agency for Mobility and EU Programmes. However, scholarships can only be awarded to candidates nominated by foreign partner institutions, i.e., the competent national authorities responsible for managing bilateral scholarship programs.

In most cases, pre-selection is carried out by ministries, agencies, or government bodies of the partner countries. Shortlisted and ranked applicants from these institutions will receive priority consideration.

Note: Applying for a scholarship and applying for admission to a Croatian university for full-degree studies (types B and C1) are two separate procedures.
Scholarship recipients must first be formally admitted to a Croatian institution in order to be eligible for full-degree programs.
The Agency does not intervene in the university admission process.
All applicants – whether for semester mobility, partial study, or full programs – are individually responsible for contacting their chosen Croatian university and complying with the admission criteria.

Selection Results

Final selection results will be announced in June and/or July 2025.
Successful candidates and their foreign partner institutions will receive an official notification via email from the Agency.
