Position Summary:

The Clinical Mentor will collaborate closely with the ISDI Specialist and the ISDI Team Lead to enhance the quality and comprehensiveness of HIV care provided at treatment facilities, particularly for priority and key populations. The role is based across a cluster of 2 to 4 facilities, where the Clinical Mentor will coordinate, supervise, mentor, and monitor program activities. The role involves providing technical support to the ART clinic coordinator and their team to ensure effective implementation of SAFECARE in all associated facilities. The Clinical Mentor will be engaged in activities under two main categories:

  1. Patient Care and Treatment: Providing clinical and nursing care at the facility level to optimize the continuum of care for patients.
  2. Site Management Support: Assisting with the implementation, monitoring, and oversight of SAFECARE project activities and clinical services.

Core Responsibilities

A. Patient Care and Treatment at Facility Level

  • Assist the ART clinic by providing clinical services to clients as part of the SAFECARE Project, including hands-on mentorship.
  • Support healthcare providers in using health literacy materials with patients across all HIV clinical areas.
  • Undertake other responsibilities as assigned by the facility CTA Coordinator/SHAC supervisor as a team member.

B. Clinical Mentoring

  • Ensure the quality of HIV care provided within the facility is optimal and adheres to national ART guidelines.
  • Facilitate capacity building for all clinical staff in various HIV care and treatment services, including HIV testing, PMTCT, TB/HIV co-infection, TPT, and viral load monitoring.
  • Organize and deliver training sessions, including refresher courses, to address identified gaps within the cluster facilities.
  • Mentor healthcare providers in offering therapeutic education to patients.
  • Develop a specific mentoring plan to build clinical knowledge and technical skills, aiming for excellence in various aspects of HIV care and treatment.
  • Provide ongoing assessment, constructive feedback, and documentation of the mentee’s clinical progress and performance.
  • Ensure thorough documentation of clinical services in patient records and appropriate registers.
  • Serve as a liaison between SHAC, the Health District team, and the assigned facility regarding services provided by stakeholders, including CBOs and Bikers.
  • Collaborate with the site Coordinator, Major, and Data associates to mentor and supervise daily activities of CBO, APS, and Data staff, enhancing their capacity.
  • Play a key role in coordinating with KP, OVC, and other partners working with the facilities.
  • Follow up on supervisors’ recommendations and maintain proper documentation.
  • Actively participate in site meetings, especially those focused on data review and validation.
  • Engage in CDC and SHAC strategic meetings as requested to discuss challenges, action plans, and best practices of the SAFECARE Project.
  • Promote CQI through mentorship and participation in QI activities and projects.
  • Ensure that facility targets related to HIV care are met through the implementation of SAFECARE strategies and activities.
  • Support case presentations and facility participation in biweekly HIV ECHO sessions.
  • Assist in the submission of validated daily, weekly, and monthly reports as required.
  • Prepare facilities for PEPFAR Site Improvement Through Monitoring Systems (SIMS) visits.
  • Contribute to the development of site-specific technical assistance based on site visits.
  • Ensure timely requests for logistics necessary for various activities, such as support groups, outreach activities, extended hours, and weekend clinics.
  • Manage the disbursement and retirement of funds for planned facility activities as needed.
  • Engage with facility leadership to support the achievement of SAFE CARE project objectives.
  • Perform any other duties as assigned by the supervisor.

Qualifications and Experience

  • Medical Doctor, Registered Nurse, or Nurse Midwife, with a preference for HIV Nurse Prescribers (HNP) and HIV-trained medical doctors.
  • A Master’s Degree in Public Health is a plus.
  • Must be registered with relevant regulatory bodies.
  • At least five (5) years of experience in HIV care and treatment, including PMTCT care and HIV clinical management.
  • Minimum of three (3) years of experience in designing and implementing complex HIV-related care and treatment programs, including clinical mentoring and continuous quality improvement.
  • Extensive knowledge and hands-on experience with health systems in Cameroon.
  • Proven ability to work closely with government public health officials and agencies at all levels.
  • Ability to interact tactfully and diplomatically with people from various professional backgrounds and different societal levels.
  • Demonstrated capacity to work independently.
  • Proficiency in MS Word, PowerPoint, Excel, and Outlook.
  • Experience with PEPFAR programs is an advantage.
  • Willingness to travel domestically up to 50% of the time.
  • Professional fluency in French (spoken and written) and working knowledge of English.
  • Strong interpersonal skills and the ability to establish and maintain effective working relationships in a multicultural environment with sensitivity to diversity.
