Job offer: consultant – project validation (cameroon) – UNICEF

UNICEF Cameroon, in partnership with the Global Alliance for Trade Facilitation, is seeking an experienced consultant to validate a project aimed at facilitating the importation of health and program-related products into Cameroon.

Background

The Global Alliance for Trade Facilitation (the Alliance) is a public–private partnership dedicated to promoting trade-led economic growth in developing and least developed countries. The Alliance is jointly hosted by the World Economic Forum (WEF), the International Chamber of Commerce (ICC), and the Center for International Private Enterprise (CIPE), in cooperation with Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).

The Alliance supports governments in implementing the World Trade Organization (WTO) Trade Facilitation Agreement (TFA) by bringing together public authorities and private sector actors as equal partners. Its work focuses on addressing key trade bottlenecks such as customs delays, administrative red tape, and inefficient border procedures, through targeted reforms that deliver measurable commercial results.

The Alliance is supported by the governments of Canada, the European Union, Germany, and Sweden, and collaborates with private sector partners ranging from small and medium-sized enterprises (SMEs) to global multinational corporations.

In this context, the Alliance is seeking a consultant to investigate a proposed “UNICEF Cameroon Project”, aimed at improving the facilitated importation of UNICEF health and program-related products into Cameroon.

The selected consultant will provide the technical expertise required to validate the Alliance’s current understanding of the challenges and assess the feasibility of developing a structured trade facilitation project to address these challenges.

Scope of Services

Objective

The primary objective of this consultancy is to validate, refine, and enrich the project concept, including the Alliance’s existing understanding of the business processes and associated challenges (documentation available upon request).

The assignment will be delivered in three stages, with a total estimated effort not exceeding 20 person-days.

Stage 1 – Preparation

During this phase, the consultant will:

  • Develop and submit a Project Validation Plan
  • Outline proposed activities for Stage 2 (Project Validation) and Stage 3 (Project Governance Set-Up)
  • Submit the plan for approval by the Alliance Programme Manager

Key Deliverable:

  • Project Validation Plan

Stage 2 – Project Validation

In Stage 2, the consultant will implement the approved Project Validation Plan. Activities will primarily involve in-country stakeholder engagement, including meetings with relevant government authorities and private sector stakeholders.

The consultant will be expected to:

  • Analyse existing trade facilitation challenges
  • Validate the current “AS-IS” process flow diagram (available upon request)
  • Investigate administrative and regulatory constraints, including approval processes involving:
    1. Ministry of External Relations (MINREX)

    2. Ministry of Finance (MINFI)

  • Develop a detailed problem statement
  • Identify potential solutions to address the identified challenges
  • Assess the project environment, including opportunities and risks

Stage 2 will conclude with a formal presentation of findings to stakeholders.

Key Deliverable:

  • Project Validation Report

Stage 3 – Project Governance Set-Up

During Stage 3, the consultant will work closely with stakeholders to establish a project governance framework, including:

  • Securing agreement to form a Project Working Group
  • Developing Terms of Reference (ToR) for the Project Working Group

Throughout all stages, the consultant will maintain close coordination with UNICEF’s Project Team and the Alliance’s Programme Manager to ensure alignment with project objectives.

Key Deliverables:

  • Agreed list of Project Working Group members
  • Approved Terms of Reference for the Project Working Group

Expected Outputs Summary

Stage 1

  • Project Validation Plan

Stage 2

  • Project Validation Report, including:

    1. Stakeholder mapping

    2. Validated end-to-end process diagram (from export preparation to delivery)

    3. Documented approval and documentation requirements

    4. Validated problem statement

    5. Proposed solutions

    6. Analysis of public sector stakeholder commitment

  • Stakeholder workshops (if required)

Stage 3

  • Project Working Group composition
  • Project Working Group Terms of Reference

Timelines for Deliverables

  • Within 5 working days of contract signature: Project Validation Plan
  • Within 45 working days of contract signature: Project Validation Report
  • Within 60 working days of contract signature: Project Governance Preparations

Consultant Requirements

Applicants must demonstrate:

  • Proven experience in trade facilitation project implementation
  • Strong stakeholder engagement skills, particularly in public–private partnerships
  • Solid understanding of customs clearance procedures in Cameroon
  • Knowledge of Advance Income Tax application for UN agencies
  • Familiarity with approval processes within:
    1. Ministry of External Relations (MINREX)

    2. Ministry of Finance (MINFI)

  • Excellent written and spoken French and English
  • Physical presence in Yaoundé or Douala, with the ability to travel between both cities
