Purpose of Job

The African Union Commission (AUC) has secured funding from the European Union for the implementation of the Global Framework for Climate Services (GFCS) through the Intra-ACP Climate Services and Related Application (ClimSA) programme. The programme addresses the issue of climate information throughout the entire supply chain of climate services covering generation and provision of climate services, access to information, user interface platforms, and capacity enhancement of critical players including, but not limited to, Regional Economic Communities (RECs), the National Meteorological and Hydrological Services (NMHSs) of Member States, and Regional Climate Centres (RCCs). It aims to enable Member States to develop and incorporate science-based climate information and prediction into development planning and decision-making at all levels, and to better manage risks of climate variability and change, Furthermore, it enhances policy and decision-making at continental, regional, national, community, and individual levels.

The AUC is responsible for the overall continental coordination of the programme implementation, which includes the development and application of weather and climate information services; facilitation of capacity building for RECs and Member States; fostering sharing of best practices and coordinating knowledge management; procurement and supply of equipment for Member States and Regional Climate Centres; establishing and operationalization of the continental monitoring and reporting framework; facilitation of preparation of Africa State of Climate Reports and Outlooks; prudent management of financial resources; and monitoring and evaluation. The AUC is also directly responsible for the management and implementation of the project in the ECCAS region.

Main Functions

Under the authority and supervision of the ClimSA/GFCS Project Coordinator and AUC Head of MIS Division, and in close collaboration with the members of the Project Management Unit, the tasks and responsibilities of the ICT Officer will be to:

  • Execute communication, visibility, and knowledge management functions
  • Engage on computer processing of meteorological data.

Specific Responsibilities

Under the supervision of the ClimSA/GFCS Project Coordinator and in close collaboration with technical experts, the specific responsibilities of the ICT Expert will include:

  • Managing infrastructure (climate stations, PUMA stations and others) installation and maintenance at CAPC-AC and in ECCAS Member States
  • Follow-up infrastructure customs clearance in ECCAS Member States for timely clearance
  • Managing IT infrastructures and databases, including networks, servers, and telecommunications for proper functioning
  • Ensure that network access privileges, applications, data storage and regular backups are configured and maintained;
  • Develop and test software programs according to the needs of the project;
  • Manage the project weather and climate monitoring databases;
  • Ensure capacity building for NMHSs, CAPC-AC staff, national staff and provide training to NMHSs focal points as well as stakeholders in the region on data access;
  • Support the production, collection and dissemination of climate services information in real time
  • Facilitate the reception of weather data from partners and ensure data transfers to NMHSs
  • Provide IT helpdesk support and feedback tools to users as and when required;
  • Work in close collaboration with experts from ACMAD, JRC and ECMNF to develop the CSIS (Climate Services Information System) and the Climate Data Management System (CDMS) for the region and ensure its effective implementation throughout the climate services production chain;
  • Develop and implement the project communication and visibility plan/strategy for the ECCAS region and execute communication, visibility, and knowledge management actions including social media;
  • Ensure effective delivery of climate services production chain, dissemination of climate services, and delivery of training;
  • Overall administration, management, planning, design, implementation and support of the network infrastructure (LAN, WAN, copper, fiber, wireless, data center, cabling), Network Hardware; (switches, hubs, routers, access points, controllers) and Network Security (Firewall / control access /VPN);
  • Prepare statistical reports on ICT-related data and metrics. As needed, implement measures to ensure required standards are met;
  • Ensuring successful server backup, routine testing of disaster recovery planning, backups and restore procedures for local drives. Maintain logs, determine critical versions of data, and execute related archiving procedures;
  • Produce communication and visibility materials in collaboration with the project team, manage network and database infrastructures, software, servers and web applications, troubleshooting; strengthening the IT equipment’s and backup routines;
  • Managing power system in CAPC-AC premises and ensuring that it is in good working condition: generators and power supply (UPS), fire detection systems and other electrical equipment.
  • Develop a feedback tool for users;
  • Work in close collaboration with ACMAD, JRC and ECMWF to develop the climate Services Information System (CSIS) and ensure its effectivenes
  • Responsible for effective provisioning, installation/configuration, operation, and maintenance of systems hardware and software and related infrastructure at CAPC-AC and in NMHSs of ECCAS Member States;
  • Develop, test, implement, and maintain the project website and portal and update information such as newsletters, event information, feedbacks, etc.;
  • Develop and support effective web-based tools to enable secure dynamic delivery of web content for the project;
  • Produce communication and visibility materials in collaboration with the program team, manage network and database infrastructures, software, servers and web applications, troubleshooting; strengthening the IT equipment’s and backup routines;
  • Execute communication, visibility, and knowledge management actions;
  • Perform any other duties related to the programme as may be assigned.

Academic Requirements and Relevant Experience

  • Candidates must have a minimum of a Bachelor’s Degree in ICT, Computer Engineering and related fields
  • A higher academic qualification will be an added advantage.
  • At least three (3) years of professional relevant work experience of which at least two (2) years should be at a similar or higher in the field of meteorological applications.
  • Good experience in database management, production, collection and dissemination of computer and satellite data; advanced experience in processing of computerized processing of meteorological data, management of computer systems, internet and satellite networks. He/She must have a background in programming language (Bash, R, Python, NCL, fortran, matlab,..), information technology issues.
  • Candidates must have a minimum of a Bachelor’s Degree in ICT, Computer Engineering and related fields
  • A higher academic qualification will be an added advantage.
  • At least three (3) years of professional relevant work experience of which at least two (2) years should be at a similar or higher in the field of meteorological applications.

The Office Assistant will provide active office management support to the project.

Main Functions

The Office Assistant will be responsible for providing general office, secretarial and logistics support to the project for effective implementation of planned and/or daily routine work.

Specific Responsibilities

Document preparation and management

  • Coordinate daily receipt and dispatch of incoming and outgoing correspondences of the office.
  • Draft routine outgoing letters, memos, correspondences, typing reports and format them for issuance.
  • Maintain file of incoming and outgoing correspondences, various documents etc both in soft and hard copies.
  • Maintain a proper filing and recording/referencing system for all incoming and outgoing correspondence and documents;

Communication

  • Receive incoming and make outgoing calls for the Office to ensure smooth running of communication while maintaining promptness and confidentiality. Answer and screen telephone calls/e-mail messages and ensure follow up with relevant stakeholders;
  • Receive guests/visitors/staff within the Project Office and provide them with basic information as required;

Event management and logistics

  • Assist in the organization of working meetings, events, conferences, manage and coordinate on-site logistics.
  • Assist in administrative work including transport, arrangement of refreshment and catering, linked to official events and as required by supervisors.
  • General administrative and logistics work:
  • Work on the travel arrangement of Project staff, follow up on issuance of ticket and overall movement;
  • Keep equipment in use in good condition and report on defects for maintenance and other necessary action;
  • Ensure the maintenance and replenishment of stationary stocks
  • Provide day to day routine administrative support to various work units whenever required.
  • Perform any other relevant duty/responsibility assigned.

Academic Requirements and Relevant Experience

  • Candidates must have a minimum of Diploma in Secretarial Science, Office Management, Administration or any related field from a recognized educational institution.
  • A higher qualification will be an added advantage
  • Good knowledge and practical use of Computer office applications are mandatory (very good knowledge of MS-Word, MS-Excel, MS-PowerPoint).
  • Knowledge of SAP will be an advantage.
  • A minimum of three (3) years relevant work experience in office support and/or secretarial work
  • Experience in Office Management is mandatory.

Required Skills

Excellent oral and written communication skills, using one of the AU working languages is mandatory, with preference to those spoken in the ECCAS (English and French). Capacity to communicate in a second AU working language (both orally and in writing) will be an added advantage.

Main Functions

The Monitoring and Evaluation Officer shall:

  • Assist in the following up on the activities of the project, primarily in relation to monitoring and evaluating progress made in line with a predefined strategic plan. Participate in the development of strategic and periodic plans using the logical framework approach for information analysis and reporting.
  • Suggest new and expand on existing policy areas for planned research, development and coordination of monitoring and evaluation systems for plans, projects and programs and in the capitalization of information.
  • Contribute in conducting analysis and generate accurate reports in a timely manner for the project.
  • Assist in setting the overall research direction of a relevant policy area.
  • Engage with relevant mid-level stakeholders and develop working relationships.
  • Assist in drafting reports and participate in the preparation of budget and work programmes related to the functioning of the Project.
  • Provide technical support to internal and external stakeholders

Specific Responsibilities

Under the authority and supervision of the ClimSA/GFCS Project Coordinator and in close collaboration with the members of the Management Unit, the Project Monitoring and Evaluation Officer will:

  • Establish and implement a monitoring and evaluation system;
  • Plan and execute M&E activities and project reporting in line with the log framework;
  • Collect and analyse project implementation data and prepare reports
  • Ensure that the logical framework is update will all actors of the project clarified;
  • Conduct sentitization and provide training for project stakeholders in monitoring and evaluation activities;
  • Ensure timely follow-up of project activities by collecting, processing and analysing data relating to the project;
  • Evaluate the effects and impact of the project through quantitative and qualitative indicators;
  • Prepare periodic reports on the level of technical and financial achievement of the project;
  • Identify and collect lessons learnt, best practices, and constraints and suggest recommendations for improving implementation;
  • Contribute to the preparation and implementation of the project database and the use of various techniques including GIS;
  • Support identification of clean monitoring and evaluation indicators;
  • Establish monitoring and reporting mechanisms with reference to the logical framework;
  • Prepare and implement the M&E manual, procedures and plan;
  • Provide technical and methodological support in the implementation of monitoring and evaluation activities;
  • Develop and monitor the project’s annual activities in collaboration with other project staff and implementing partners
  • Prepare reports and information materials from M&E activities and ensure their wide dissemination;
  • Supervising the survey operations necessary to assess the effects and impacts of the project;
  • Conduct surveys to assess the effects and impacts of the project;
  • Perform any other duties as may be assigned.

Academic Requirements and Relevant Experience

The M&E Officer must demonstrate solid experience in the development and coordination of monitoring and evaluation systems for plans, projects and programs and in the capitalization of information. S/he must also have demonstrated knowledge of the logical framework approach and other approaches to strategic planning, information analysis and reporting.

  • Candidates must have a minimum of a Bachelor Degree in Environmental studies, Sustainable Development, Natural Resources Management, Project Management, Meteorology, or related. Higher academic qualification will be an advantage.
  • At least three (3) years of professional experience of which at least two (2) years should be at a similar or higher in monitoring and evaluation of project activities.
  • Good experience in M&E approaches, design, execution and conduct of surveys.

Required skills:

  • Have a good command of the project cycle (formulation, supervision, self-evaluation by the beneficiaries, mid-term and final evaluation);
  • Ability to analyse and synthesise data and drafting reports;
  • Have proven skills in using IT tools;

  • Contractualiser avec les fournisseurs et prestataires sélectionnés et assurer le suivi d’exécution des contrats (garages, fournisseurs, prestataire gestion de parc automobile, agences de location de véhicules, etc…)
  • Gérer la maintenance préventive et curative du parc automobile
  • Garantir la bonne tenue des dossiers administratifs de tous les véhicules
  • Suivre la performance des entreprises extérieures prestataires

Activités du poste

  • Suivre les besoins en location des véhicules
  • Etablir les lettres d’attribution des véhicules ainsi que les conditions d’utilisation des véhicules
  • Suivre le tracking des véhicules
  • Superviser les chauffeurs
  • Créer, avec le support du juridique, le premier draft de contrat
  • Elaborer les contrats des prestataires avec le support du juridique en tenant compte de la recommandation finale du Comité Achats
  • Suivre la bonne application des termes du contrat (économies, date d’échéance, etc.)
  • Suivre la bonne application des conditions négociées
  • Veiller au renouvellement/résiliation des contrats en cours selon la stratégie Transport définie
  • Contrôler et traiter les factures des prestataires
  • Suivre les KPI des prestataires
  • Etablir et suivre le planning des maintenances préventives des véhicules (vidanges réparation, révisions, etc.)
  • Suivre les prestataires de la maintenance curative tout en contrôlant le respect des normes et des termes de références
  • Contrôler les distances parcourues
  • Vérifier l’existence et la bonne tenue des journaux de bords des véhicules
  • Contrôler les informations mentionnées sur les log book, en les comparant avec celles reçues du système de géolocalisation
  • Inspecter les véhicules et analyser les défaillances constatées
  • Vérifier les dates de péremption des éléments contenus dans les dossiers (assurance, visite technique, carte grise, stationnement, taxe à l’essieu, vignette)
  • Suivre la conformité et la compatibilité du travail des entreprises extérieures prestataires de services par rapport aux politiques et aux objectifs business d’Orange Cameroun
  • Suivre la facturation et le paiement des prestataires

Qualifications

Formation: Bac + 3 Logistique et Transport

Expérience requise: 3 ans chez un concessionnaire ou à un poste de responsabilité en Gestion de flotte, Logistique, ou équivalent

Missions principales

  • Diriger au quotidien les activités d’exploitation et intervenir sur l’ensemble des projets d’évolution ou de transformation

Activités principales

  • Définir la stratégie de construction, de croissance et d’optimisation des opérations Orange Money, en cohérence avec les objectifs stratégiques de l’entreprise

  • Construire, suivre et animer la gestion des SLA et des indicateurs de performance opérationnelle (KPI)
  • Piloter l’activité d’amélioration continue afin d’atteindre les objectifs d’excellence opérationnelle
  • Organiser et superviser les activités du Back office financier en conformité avec les procédures en place (collection, paiements, réconciliations et règlements)
  • Organiser et superviser les activités du Back office client et agent (entrée en relation/ouverture de comptes/fin de la relation)
  • Coordonner l’accès aux plateformes informatiques pour les partenaires, agents et clients nécessitants une gestion des accès complexes
  • Etre le point de contact privilégié pour toutes les activités opérationnelles avec la/les banques partenaires (dépositaire / Wallet2Account, etc.) et les partenaires transactionnels (agrégateurs/switch/transferts internationaux etc.)
  • Etre le responsable de la bonne gestion des comptes de règlement avec les partenaires bancaires
  • Etre responsable de la gestion des ressources humaines de son organisation (recrutement, évaluation, formation, promotion) et de la bonne utilisation des ressources humaines mises à sa disposition

Qualifications

Formation: BAC + 4/5 Marketing, Banque, Finance, Gestion ou autre discipline d’entreprise

Expérience requise: 5 ans d’expérience minimum dans la gestion des opérations. Expérience exigée dans une société de services financiers, une banque, un opérateur télécom
