Educational and Professional Requirements
- Master’s Degree with a minimum of 5 years of relevant experience, OR
- Bachelor’s Degree with at least 7 years of relevant professional experience
Language Proficiency
- Required: Fluent in English, both written and spoken
- Preferred: Working knowledge of French or Portuguese is an asset

Position Purpose
The incumbent will provide technical expertise for the “Boosting Implementation of the Yaoundé Code of Conduct Project” (BAY Project) under the overall guidance of the Head, Maritime Security Section, MSD, and direct supervision of the BAY Project Advisor.
Key Duties and Responsibilities
1. Project Implementation and Coordination
- Lead the implementation and coordination of the BAY Project.
- Deliver expert advice on developing regional strategic communication plans for the Yaoundé Code of Conduct, leveraging insights from IMO instruments and subject matter experts.
- Review, edit, and contribute to project deliverables and commissioned products.
2. Assessment, Training, and Mentoring
- Develop and maintain a comprehensive assessment, training, and mentoring plan for each regional zone within the project.
- Create activity descriptions that align with implementation areas, project outputs, and desired outcomes.
- Initiate and coordinate guidance documents to support beneficiaries in conducting regional and national assessments.
3. Reporting and Supervision
- Oversee the preparation of quarterly reports, detailing project progress and variances from the training plan in each beneficiary country.
- Develop and manage the project mentorship program, supervise the Project Assistant and UN Volunteers (UNVs), and act as liaison officer with the Interregional Coordination Centre (ICC).
- Ensure effective coordination among consultants, IMO experts, UNVs, and implementing partners to achieve project goals.
4. Project Management and Oversight
- Assist the Project Advisor (PA) in ensuring timely delivery of results and outputs.
- Manage the development and maintenance of the ICC website.
- Provide input for recruitment and hiring processes of consultants and experts in line with IMO regulations.
- Implement Monitoring and Evaluation (M&E) tools to oversee individual project cycles.
5. Capacity Building and Stakeholder Engagement
- Participate in national and sub-regional capacity-building activities, including assessments, workshops, and seminars.
- Develop project management reports for implementing partners and donors, contributing directly when needed.
- Support the final project report, highlighting achievements and sustainability of project outcomes.
6. Policy Dialogue and Event Facilitation
- Facilitate policy dialogues on training initiatives among implementing partners and stakeholders at national and sub-regional levels.
- Chair technical working group discussions and represent the project at international conferences, exhibitions, and outreach activities.
- Lead the organization of training workshops, seminars, and expert groups.
- Deliver presentations on project-related topics to diverse audiences.
Additional Responsibilities
- Coordinate project governance and advisory meetings in a timely manner.
- Perform other duties as needed to ensure successful project implementation as requested by the PA.
