Description of the organization:

The Cameroon Baptist Convention Health Board (CBCHB) is a faith-based nonprofit organization dedicated to delivering high-quality healthcare by enhancing health systems in Cameroon. Founded in 1936 by missionaries, it transitioned to local leadership in 1975. CBCHB operates 12 hospitals, 32 integrated health centers, and 61 primary health centers across eight of Cameroon’s ten regions. The organization conducts public health initiatives throughout all ten regions of Cameroon, covering HIV/AIDS care and treatment, non-communicable diseases, women’s health, disability programs, and more. It boasts a workforce of over 6,000 full-time employees. CBCHB is the primary local partner supporting the Ministry of Health (MoH) in HIV prevention, care, and treatment, as well as in health system strengthening, including strategic information, clinical services, and program management. Currently, CBCHB is a key implementing partner of PEPFAR-funded projects in Cameroon, focusing on comprehensive, community-centered, and family-oriented HIV services.

Program Description:

In collaboration with the United States Centers for Disease Control and Prevention (CDC), CBCHB is embarking on the CAMPHIA 2024 initiative, the second Population-based HIV Impact Assessment (PHIA) in Cameroon. This survey aims to assess the current status of the national HIV epidemic response and guide resource allocation based on empirical data. CAMPHIA 2024 is a government-led and nationally owned endeavor guided by the following core principles:

  • Ensuring timely and high-quality implementation to support HIV epidemic control
  • Enhancing local capacity within the healthcare sector for conducting population-based health studies
  • Contributing to the establishment of a National Public Health Institute (NPHI), particularly in the areas of laboratory and data management
  • Harnessing a robust framework of technical support.

To accomplish these objectives, CBCHB will collaborate closely with key stakeholders of the Ministry of Health (MoH), the National Institute of Statistics, ICAP, and the Centers for Disease Control and Prevention (CDC) in Cameroon. CAMPHIA 2024 aims to assess the population-level impact of the National HIV Prevention, Care, and Treatment Programs in Cameroon. This evaluation will not only furnish essential programmatic insights to the MoH and relevant stakeholders but also hold significant value for controlling the HIV epidemic in Cameroon.

In order to carry out this national survey, CBCHB seeks the expertise of a qualified Zonal Community Mobilization Officer who will oversee all community mobilization activities within the designated zones for the survey.

Job Description

  • Contract Duration: 6 months
  • Salary: Negotiable

Job Summary: Effective community mobilization is vital to the success of CAMPHIA2024, promoting active participation, building trust, and ensuring appropriate response rates for the survey. Mobilizing communities helps raise awareness, reduce stigma, and encourage HIV testing and treatment uptake, critical for successful public health interventions.

The Community Mobilization Officer, reporting to the Community Mobilization Coordinator, will oversee all community mobilization activities within their designated zone for the national Population-level HIV Impact Assessment (PHIA) survey in Cameroon. Responsibilities include training community mobilizers and leading efforts in community mobilization, sensitization, and education initiatives.

Responsibilities of the Chief Marketing Officer (CMO)

  1. Organizing Regional Launch Events
  • Coordinate the regional launch activities for CAMPHIA 2024, including kick-off meetings and related events.
  1. Overseeing Community Engagement
  • Take charge of all aspects of community mobilization within the CAMPHIA 2024 project area, ensuring the dissemination of IEC materials and effective engagement in assigned areas.
  • Collaborate with local stakeholders and the Community Mobilization Coordinator to implement community mobilization work plans.
  1. Engaging Community Groups and CSOs
  • Mobilize existing community groups and involve Civil Society Organizations (CSOs) in data collection efforts for the CAMPHIA 2024 survey.
  1. Facilitating Stakeholder Engagements
  • Lead efforts to engage stakeholders through planning meetings, workshops, and awareness campaigns.
  1. Developing and Implementing Zonal Plans
  • Create detailed work plans for community mobilization in selected areas and oversee their implementation with field teams.
  1. Ensuring Effective Field Activities
  • Conduct community mapping and profiling activities.
  • Ensure selected communities are fully prepared for survey team deployments.
  1. Monitoring and Reporting
  • Participate in daily monitoring calls for data collection.
  • Report field community mobilization activities appropriately.
  1. Supervision and Compliance
  • Orient and supervise community mobilizers in the field.
  • Ensure adherence to protocols, SOPs, and branding policies by all mobilizers.
  1. Field Visits and Coordination
  • Conduct frequent field visits to monitor engagement efforts.
  • Keep zone coordinators updated on field-level mobilization issues.
  1. Performance Reporting
  • Prepare weekly performance reports for the team during data collection.
  1. Confidentiality and Compliance
  • Ensure confidentiality of survey participants and compliance with branding policies among mobilizers.
  1. Additional Tasks
  • Undertake any other assignments delegated by the Supervisor.

Qualifications, Knowledge, and Skills

  1. Educational Background
  • Possess an MSc/MPH/BSc Degree/Diploma/HND in a relevant field such as community health, social work, or community development.
  1. Professional Experience and Skills
  • Have a minimum of 3 years of experience in a similar role or as a Community Mobilization Officer at the regional level.
  • Demonstrate strong mobilization, communication, networking, and advocacy skills.
  • Ideally, have 1-2 years of experience in health-related survey programs, which is considered a significant advantage.
  • Reside and have worked within one of the region’s zones for at least five years, showing a comprehensive understanding of the health district system context.
  • Fluent in English and/or French, with the ability to communicate in local languages being an added benefit.

Required Managerial Experience

  1. Communication and Technical Skills
  • Possess excellent written and verbal communication skills in English and/or French.
  • Proficient in using computer software like Excel, Access, Word, and PowerPoint.
  • Capable of offering high-quality technical assistance, leading diverse teams effectively.
  • Able to work autonomously with minimal supervision, showcasing strong problem-solving capabilities.
  • Skilled in fostering inclusive environments that are non-judgmental, non-discriminatory, and non-stigmatizing to engage all participants and stakeholders regardless of background.
  1. Adaptability and Commitment
  • Capable of handling pressure and demonstrating creativity and adaptability in problem-solving.
  • Flexible schedule to work beyond normal hours and weekends, with extensive travel outside the duty station.
  • Willingness to undertake additional tasks assigned by the Communication and Community Mobilization Coordinator.
