Job advert: Protection Field Officer (H/F) – CICR

The International Committee of the Red Cross (ICRC), an impartial and independent organization, is dedicated solely to humanitarian efforts aimed at safeguarding the lives and dignity of victims affected by armed conflict and violence, while also providing essential assistance. The ICRC endeavors to mitigate suffering through the promotion and reinforcement of universal humanitarian laws and principles.

The ICRC’s delegation for Central Africa in Yaoundé seeks to recruit a qualified individual to enhance the “Protection” department’s team, based in Bamenda, under the following terms:

Location: Bamenda

Contract Type: 12 months (Open to Cameroonians only)

Starting Date: Immediate availability is preferred

Main Responsibilities

  1. Oversees the administration of Protection of Family Links (PFL) files in the North-West according to delegation guidelines, ensuring timely transmission of essential information to relevant colleagues.
  2. Assists in documenting allegations of detention/arrest and supports monitoring of PFL services for detainees’ families, including field visits, report writing, and case follow-up in preparation for field missions.

Data Collection and Analysis

  1. Gathers and analyzes information on protection issues, identifying trends in violations, perpetrators, and impacts on affected populations.
  2. Contributes to monitoring and evaluating protection cases through interviews with victims and witnesses, documenting violations of International Humanitarian Law and Human Rights Law.

Networking and Impact Assessment

  1. Establishes and maintains a network of contacts, ensuring regular updates and operational functionality.
  2. Assists in assessing the impact of ICRC’s Protection and Assistance activities on beneficiaries to ensure relevance and adherence to the “Do No Harm” principle.

Security and Humanitarian Analysis

  1. Contributes to comprehensive analysis of security and humanitarian situations, identifying emerging protection needs and concerns.
  2. Facilitates translation between English, Pidgin, and local languages during interviews and interactions with beneficiaries and stakeholders.

Mission Preparation and Reporting

  1. Organizes logistical aspects of field missions, including mission forms, equipment, accommodation, and sustenance.
  2. Drafts mission reports and thematic notes, contributing to comprehensive protection reporting for the delegation.

Required Qualifications and Experience

  1. Possession of a bachelor’s or master’s degree in Sociology, Law, Social Sciences, or equivalent qualification.
  2. Minimum of 3 years of professional experience in humanitarian or development work, or related fields.

Language and Cultural Competence

  1. Proficiency in spoken and written English and Pidgin, with a solid grasp of spoken and written French.
  2. Excellent familiarity with the socio-cultural and security dynamics of the North-West region.

Prerequisites and Skills

  1. Willingness and flexibility to undertake frequent field missions.
  2. Commitment to the principles of neutrality and impartiality, with no conflicting personal commitments.

Additional Requirements

  1. Clean criminal record in Cameroon or any other country.
  2. Proficiency in computer applications (Word, Excel, PowerPoint).

Communication and Interpersonal Skills

  1. Strong oral and written communication abilities, including active listening and empathy.
  2. Demonstrated qualities of autonomy, organization, rigor, and honesty, with the capacity for analysis, synthesis, discretion, and confidentiality.

Team Collaboration and Adaptability

  1. Aptitude for working collaboratively in a team environment and openness to learning and adaptation.
