General Job Description
The Community Mobilizer for the Economic Recovery and Development (ERD) Program will be primarily responsible for implementing cash transfer activities at the community level, under the supervision of the ERD Cash and Livelihood Officer. This field-based position plays a critical role in carrying out financial services, emergency response, and economic recovery interventions through cash transfer mechanisms. The Community Mobilizer will spend the majority of their time in the field, engaging with target communities, building relationships with local leaders, supporting beneficiary identification and selection through participatory approaches, facilitating the distribution of transfer tools and cash payments, registering complaints, and providing guidance to beneficiary households to help them manage their resources effectively.
Key Responsibilities
The Community Mobilizer will be responsible for:
- Conducting awareness-raising sessions for key stakeholders, community leaders, local populations, and beneficiary households about the program’s objectives, timelines, entitlements, and activities.
- Collaborating closely with the Targeting Committee and the Complaints and Feedback Management Committee to support the identification and selection of beneficiaries.
- Representing IRC in meetings with administrative authorities and maintaining strong working relationships with local authorities and implementing partners.
- Coordinating and supporting the distribution of cash and/or vouchers, ensuring mobilization of beneficiaries and logistical readiness for distribution events.
- Carrying out field monitoring activities such as market price assessments, household visits (spot checks), and supporting the MEAL team with baseline, endline, and post-distribution monitoring (PDM) exercises.
- Ensuring continuous community feedback is collected and reported regularly; submitting weekly updates on program activities.
Required Qualifications and Skills
- Possess a university degree, advanced level certificate, or equivalent qualification.
- Minimum of 1 year of relevant experience in cash transfer programming (preferred).
- Prior experience in community mobilization or a similar role.
- Good knowledge of the local area and communities.
- Strong written and verbal communication skills.
- Ability to work effectively under pressure, both independently and as part of a team, including during non-standard working hours and in challenging security environments.
- Must be a Cameroonian national.
- Computer literacy (Word, Excel, etc.) is an asset.
