Organization Background

Established in 2011, the International NGO Safety Organisation (INSO) is a global non-governmental entity dedicated to assisting humanitarian aid personnel in navigating security challenges. INSO achieves this by establishing safety coordination platforms in regions marked by insecurity. The organization offers a spectrum of complimentary services to registered NGOs, encompassing real-time incident monitoring, comprehensive analytical reports, safety-oriented data aggregation and visualization, crisis management assistance, staff briefings, and training sessions.

INSO extends its support on a daily basis to over 1200 NGOs operating within 16 of the world’s most volatile regions.

Based in The Hague, renowned as the international epicenter for peace and justice, INSO is formally registered in the Netherlands.

INSO Cameroon

Established in 2017, INSO initiated its operations in Cameroon as part of its involvement in the Lake Chad Basin region. By late 2021, it transitioned into an independent mission. Presently, the program maintains field offices in Maroua and Buea, with its national headquarters situated in Yaoundé, the capital city. The region grapples with conflicts involving armed factions, intercommunal tensions, climate-induced disasters, and insufficient socio-economic infrastructure, resulting in substantial humanitarian needs. Within the framework of INSO’s operations in Cameroon, your role will involve facilitating local and international NGOs in delivering essential aid in a safer manner.

Job Summary

As the Country Director, you will assume responsibility for overseeing, managing, and directing program initiatives. Leveraging your robust background in program management and human resources, you will exhibit natural leadership qualities, effective communication skills, consensus-building abilities, and networking prowess. Your approach will be characterized by a blend of intellectual acumen, analytical prowess, pragmatism, patience, and a healthy sense of humor. You thrive on the challenge of translating strategic visions into actionable strategies in challenging environments. Ideally, you possess experience in NGO or humanitarian sectors, particularly in senior management and program development. The Country Director position is based in Yaoundé and entails reporting to the Regional Director for Central Africa.

Major Responsibilities

  1. Program Leadership and Management
  • Provide proactive and effective leadership throughout the program, ensuring excellence in all aspects, including program delivery, financial management, operations, and human resources.
  • Formulate and execute annual program plans, aligning development strategies with realistic projections of future funding.
  • Cultivate donor relationships and develop persuasive proposals and progress reports highlighting our achievements.
  • Supervise program, finance, and operations leads to ensure smooth coordination and execution.
  • Foster a culture of transparency and collaboration within the organization.
  1. Service Delivery
  • Cultivate a comprehensive understanding of the local context and the challenges faced in humanitarian safety and access.
  • Oversee all aspects of service delivery in INSO Cameroon, ensuring the achievement of program goals, maintaining high standards, and adapting services to remain relevant and effective.
  • Provide strategic analysis to senior humanitarian leadership through regular briefings and reports, responding promptly to specific requests.
  • Offer crisis management support to NGO partners during critical incidents, demonstrating leadership and effective decision-making.

Requirements

  1. Essential
  • Proficiency in English and a proficient working knowledge of French.
  • Prior experience serving as a country director for an NGO or as a senior program manager, preferably within the specified region.
  • Comprehensive understanding of the principles and methodologies underlying broad humanitarian efforts.
  • Educational background at the Master’s Degree level or equivalent practical experience.
  • At least 5 years of significant experience in a senior management capacity within an NGO.
  • Demonstrated aptitude in analytical capabilities along with a track record of producing and revising analytical materials.
  • Familiarity with grant management procedures, donor proposal composition, and reporting protocols.
  • Outstanding networking abilities coupled with adept diplomatic and representative communication skills.

  • Recent involvement in activities within Cameroon.
  • Experience operating within contexts influenced by conflict.
  • Previous engagement with INSO (either as a team member, member of INSO’s country advisory board, or beneficiary).
  • Direct participation in crisis management endeavors.

  • Proficiency and interest in data management, analytics, and research initiatives.

Terms & Conditions

  1. Contract Details
  • 12-month duration.
  • Monthly salary of €6,500.
  • Entitled to 4 calendar days of annual leave each month.
  • Enjoy 3 days of Rest and Relaxation (R&R) every 3 months, with a €1,250 allowance per R&R cycle.
  • Comprehensive global medical coverage (excluding the USA) and Accidental Death & Dismemberment (AD&D) coverage.
