The Norwegian Refugee Council (NRC) is hiring a dedicated Procurement Officer to support its operations in Bamenda, Cameroon. This role is vital in ensuring the smooth implementation of NRC programs in the North-West region. The selected candidate will work closely with the logistics team, reporting to the Field Office Coordinator, who will provide guidance and support throughout the execution of tasks.
Job Overview
The Procurement Officer (Temporary) will be responsible for managing and overseeing procurement activities at NRC’s Bamenda office. The position is integral to ensuring that NRC’s supply chain operations align with organizational policies and program goals.
Key Responsibilities
General Responsibilities
- Ensure compliance with NRC policies, tools, handbooks, and guidelines.
- Execute delegated tasks as per the plan of action.
- Prepare and submit accurate status reports as required by management.
- Maintain organized and up-to-date filing systems.
- Identify and promote opportunities for improvement in procurement processes.
Specific Responsibilities
- Oversee the supply chain within the office, including:
- Requisitioning and tracking of purchases.
- Receiving goods and managing price lists.
- Updating and maintaining the supplier database.
- Coordinate logistics for trainings, workshops, and staff accommodations.
- Assist in organizing and managing contracts for supplies, services, transportation, and construction in line with NRC’s procurement procedures.
- Contribute to the preparation, updating, and consolidation of Project Procurement Plans.
- Utilize the ERP system to manage procurement activities, ensuring adherence to all requirements.
- Conduct thorough background checks on vendors in the supplier database.
- Provide guidance on implementing procurement policies, focusing on cost, quality, and time optimization.
- Lead supplier sourcing, issue calls for tenders, and evaluate supplier capabilities to meet mission needs.
- Negotiate with suppliers on pricing, quality standards, delivery schedules, and payment terms.
- Foster strong, long-term relationships with preferred suppliers while managing and mitigating supplier-related risks.
- Ensure timely delivery of goods and services to the relevant departments.
- Track and report on Key Performance Indicators (KPIs) related to procurement processes.
- Oversee the archiving of physical and electronic procurement records, ensuring proper documentation.
- Monitor purchasing procedures, ensuring compliance with contract execution guidelines.
- Collaborate with departments to define control points that optimize the internal purchasing chain and contribute to expense management.
- Submit detailed, high-quality reports within established timelines.
- Perform any additional tasks assigned by the supervisor.
Qualifications
Generic Professional Competencies
- Demonstrated professional experience as a Logistics Officer with a focus on procurement in a humanitarian context.
- Bachelor’s degree (minimum) in Logistics or Supply Chain Management.
- Proven ability to work effectively in complex and volatile environments.
- Strong track record of delivering results and meeting job responsibilities.
- Experience with NRC as an Intern or Service Provider in the Logistics Department is highly valued.
- Proficient in using Agresso-UNIT4 for financial and procurement tasks.
- Familiarity with developing and initiating procurement SOPs.
Context-Specific Skills, Knowledge, and Experience
- Solid understanding of local and humanitarian contexts.
- Strong computer proficiency, including Excel, Word, PowerPoint, and Internet-based tools.
- Excellent English communication skills, both written and verbal, with a working understanding of French.
- Knowledge of local languages is an asset and can provide additional advantages.
What We Offer
- Start Date: February 2025
- Contract Duration: 3 months (Temporary maternity cover)
- Compensation: Aligned with NRC’s Salary Grid and includes 90% health insurance coverage.
- Travel Requirements: Approximately 10% travel expected.
