Key Accountabilities (Not Exhaustive)
- Develop Knowledge-Based Insights for Decision-Making: Lead both qualitative and quantitative analyses of assessment data using statistical and descriptive methods to evaluate household vulnerabilities. This will help differentiate the food security status across crises, regions, and population groups, driving informed decision-making and programming strategies.
- Coordinate Data Collection and Review:
Oversee the gathering of both primary and secondary data. Additionally, review relevant background materials, reports, methodologies, and data from various assessments to ensure comprehensive understanding and accuracy. - Lead Food Security Assessments:
Lead and actively participate in periodic food security evaluations such as FSMS, ENSAN, mVAM, JAM, and CFSVA, in collaboration with food security partners, UN agencies, and the Ministry of Agriculture (MINADER). - Provide Technical Guidance for Harmonization Processes:
Offer technical expertise and represent WFP during Cadre Harmonisé sessions in October and March. Assist in consolidating regional results to ensure cohesive understanding of the food security situation. - Draft and Summarize Assessment Reports:
Prepare summaries of findings and contribute to drafting reports, including monthly and quarterly food security bulletins, to aid programming decisions. - Support and Contribute to Food Security Studies:
Contribute to additional food security-related studies, enriching key areas of knowledge that can enhance WFP’s support to vulnerable populations. - Coordinate and Implement Targeting Strategies:
Assist with the implementation of targeting strategies and Standard Operating Procedures (SOPs) for various crises such as the Northwest and Southwest (NWSW) crisis, the Far North, and refugee targeting in collaboration with the Joint UNHCR-WFP Hub (East). This also includes managing tender processes for Field Level Agreements (FLAs). - Enhance Market Monitoring:
Ensure the quality and regularity of market monitoring activities, while improving data collection tools in partnership with MINADER, the Cash Working Group (CWG), and other partners. Facilitate training for partners and field offices to ensure effective data collection and analysis. - Provide Technical Support for Market Bulletins:
Assist in the creation and finalization of monthly and quarterly market bulletins, ensuring accuracy and relevance for stakeholders. - Represent RAM Unit in Internal and External CWG Meetings:
Serve as the RAM Unit representative in CWG meetings, providing critical analysis of the Minimum Expenditure Basket (MEB) and supporting revisions of transfer values based on recent food security assessments. Also, follow up on the Cash Impact Study with CWG partners and academic institutions. - Coordinate Map Production and ICA Finalization:
Lead the production of maps for management, assessments, and field offices. Oversee the finalization of the Integrated Context Analysis (ICA) process in collaboration with the Programme. - Support COMET Administration and M&E Indicators:
Provide support for COMET administration in collaboration with the M&E Officer and field offices. Ensure that M&E indicators at both output and outcome levels are tracked within databases, and work to improve, update, and maintain existing data systems.

- Support Mid-Term Performance Review:
Assist in the Annual Performance Review of the Country Office (CO), tracking progress and achievements to ensure accurate reporting and alignment with strategic goals. - Targeting and CBT Monitoring Strategies:
Contribute to the development and refinement of targeting strategies and Cash-Based Transfer (CBT) monitoring for WFP Cameroon, ensuring efficiency and effectiveness in program delivery. - PDM and TPM Data Oversight:
Oversee the Post-Distribution Monitoring (PDM) and Third-Party Monitoring (TPM) data quality, analysis, and reporting. Provide support in evaluating performance and recruiting PDM/TPM service providers to ensure high standards. - Recommendations Escalation System:
Assist in developing and rolling out the Recommendations Escalation System, ensuring the effective use of process monitoring findings to enhance program improvements. - Remote Monitoring System Development:
Offer technical support for the design and implementation of a remote monitoring system, ensuring real-time and reliable data collection in line with WFP goals. - Methodological Support for Evaluations:
Provide guidance in designing methodological approaches for Decentralized Evaluations and Impact Evaluations, in collaboration with the Office of Evaluation (OEV), to enhance WFP’s evidence-based decision-making. - Annual Country Reporting (ACR) Coordination:
Support the coordination of the Annual Country Reporting (ACR), ensuring that output/outcome performance data is accurate, consistent, and of high quality. - Complaint and Feedback Mechanism (CFM) Management:
Ensure the quality management of the Complaint and Feedback Mechanism (CFM), following up on the timely publication of CFM dashboards, reports, and bulletins for improved stakeholder communication. - Collaboration for Enhanced Programme Delivery:
Collaborate with Programme staff and partners to leverage monitoring and food security evidence, driving improvements in programme delivery. - Training for Staff and Partners:
Conduct training sessions for WFP staff and external partners in food security assessments, vulnerability assessments, and monitoring and evaluation (M&E) to build capacity and improve operational efficiency. - One-Stop-Shop Project Coordination:
Coordinate the One-Stop-Shop project, ensuring that it is integrated and streamlined with the Country Office (CO) and field operations for better service delivery and efficiency. - Partnership and Stakeholder Management:
Maintain strong professional relationships with key partners, including MINDAER and ISSEA, fostering ongoing partnerships between WFP Cameroon’s RAM Unit and these institutions. - Recruitment Support for RAM Unit:
Assist the Head of RAM in tracking and following up on pending recruitments with HR and management to ensure the timely hiring of personnel for the RAM Unit. - Enhancing Digital Tools and Data Management:
Develop and improve the use of digital tools, database management, and the archival system within the RAM Unit, adhering to WFP guidelines to optimize data handling and analysis. - Additional Duties:
Perform any other relevant duties as assigned to support the overall goals and operations of the RAM Unit and WFP Cameroon.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
- Education:
- Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or another relevant field related to international development assistance (minimum 3 years of experience).
- Alternatively, a First University Degree with 5+ years of related work experience and/or completion of relevant trainings or courses.
- Language:
- For International Professionals: Fluency (level C) in English.
- Intermediate proficiency (level B) in a second official UN language such as Arabic, Chinese, French, Russian, Spanish, or Portuguese (WFP working languages) is highly preferred.
