As a completely impartial, neutral, and autonomous entity, the International Committee of the Red Cross (ICRC) is dedicated solely to the humanitarian task of safeguarding the lives and dignity of individuals affected by armed conflicts and other violent circumstances, while also offering aid. Moreover, the ICRC actively endeavors to prevent anguish by advocating for and reinforcing universal humanitarian laws and principles.

The International Committee of the Red Cross delegation for Central Africa in Yaoundé is currently seeking one (01) suitably qualified individual to enhance the “Protection Field Officer ” department team, as detailed below:

Title: Protection Field Officer 1 (M/F)

Location: Buea

Contract Type: 12 months (position exclusively open to Cameroonian nationals)

Starting Date: As soon as possible

Responsibilities

  1. Monitoring and Coordination:
  • Oversight of Protection Family Links (PFL) files in the South-West region adhering to delegation guidelines.
  • Ensure timely transmission of essential information to the PROT/DATA team in Yaoundé as per delegation deadlines.
  1. Field Operations and Documentation:
  • Contribution to gathering allegations of detention/arrest and monitoring PFL services for detainee families.
  • Conduct field trips, document observations in field memos, and track case progress for field missions.
  1. Data Collection and Analysis:
  • Gather information and analyze protection issues, including trends in violations, perpetrators, and impacts on populations.
  • Participate in monitoring protection cases and conduct interviews to document violations of International Humanitarian Law and Human Rights Law.
  1. Networking and Operational Support:
  • Assist in establishing and updating a contact network, ensuring its functionality.
  • Analyze the impact of ICRC activities on beneficiaries and ensure adherence to the principle of “Do No Harm.”
  1. Situation Analysis and Needs Assessment:
  • Contribute to evaluating the security and humanitarian situation, identifying protection needs and concerns.
  1. Language Support and Logistics:
  • Provide translation between English and local languages during interviews with beneficiaries and stakeholders.
  • Prepare logistical arrangements for field missions and contribute to mission reporting on specific themes or actors.

Required Knowledge and Experience

  1. Education and Professional Background:
  • Possession of a bachelor’s or master’s degree in Sociology, Law, Social Sciences, or equivalent qualifications.
  • Accumulation of 3 years of professional experience in humanitarian, development, or relevant fields.
  1. Language Proficiency and Cultural Awareness:
  • Proficiency in both spoken and written English.
  • Fluency in Pidgin and a solid grasp of oral and written French.
  • Excellent familiarity with the socio-cultural and security landscapes of the South-West region.
  1. Availability and Skills:
  • Flexibility and availability for frequent field missions.
  • Lack of external commitments conflicting with the neutrality and impartiality of humanitarian work.
  • Clean criminal record in Cameroon or any third country.
  1. Technical Competencies:
  • Proficiency in basic computer applications such as Word, Excel, and PowerPoint.
  • Effective communication skills both orally and in writing.
  1. Personal Attributes:
  • Possession of listening skills, empathy, autonomy, organizational skills, rigor, and honesty.
  • Ability to analyze and synthesize information with discretion and confidentiality.
  • Demonstration of teamwork, adaptability, and willingness to learn.
