Summary
The ERD Cash and Livelihood Assistant plays a crucial role in implementing food and non-food voucher programs, as well as livelihood activities within IRC intervention sites in the Southwest region. The ERD C&L Assistant will primarily operate in the field, engaging in activities such as identifying target communities, building relationships with community authorities, overseeing field operations including community mobilization, beneficiary identification, and selection through participatory methods, voucher distribution, supervision of voucher redemption, vendor identification, managing complaints, and providing support to beneficiaries on resource management within their households. Additionally, they will supervise community mobilizers, facilitate training for staff, and offer necessary support while collaborating closely with partners.
Intervention Zone and Responsibilities
INTERVENTION ZONE
The job is based in Kumba, encompassing all localities within the Kumba sub-division and other designated areas.
RESPONSIBILITIES
- Community Mobilization Process:
- Conduct community mobilization activities.
- Implement a participatory community targeting approach.
- Transparency and Relationship Building:
- Establish and maintain transparency in activity implementation.
- Foster a functional relationship with the target community.
- Field Operations Oversight:
- Ensure daily field activities align with IRC standards.
- Team Management:
- Maintain professional relationships with team members.
- Promote team spirit and provide oversight to supervisors.
- Stakeholder Awareness:
- Raise awareness among stakeholders, local authorities, partners, and communities about project objectives, deadlines, and activities.
- Project Location Identification:
- Participate in identifying project locations and community mobilization processes.
- Beneficiary Selection:
- Assist in identifying, registering, and selecting project beneficiaries based on defined selection criteria.
- Committee Collaboration:
- Collaborate closely with community targeting committees and complaint management committees (CGP) in implementing project activities.
- Distribution Support:
- Support the distribution of vouchers, food, and non-food items to beneficiaries.
- Data Collection and Reporting:
- Collect project implementation data and provide regular reports to supervisors.
- Monitor voucher distribution and redemption processes at vendor shops.
- Additional Duties:
- Fulfill other assigned responsibilities as needed.
Additional Responsibilities
1. Other Assigned Functions:
- Perform any other duties assigned by the supervisor to support the development of IRC programs.
- Facilitate forward purchase requests and track purchase requisitions when necessary.
Technical Quality
2. Training and Technical Assistance:
- Collaborate with the ERD Officer to design and develop training modules on relevant subjects for program participants.
- Ensure the smooth execution of distribution processes and voucher redemption.
- Serve as a liaison between beneficiaries, implementation partners, and IRC staff.
- Produce high-quality activity reports.
Monitoring
3. Planning and Reporting:
- Develop and submit weekly and monthly plans and reports.
- Assist in conducting assessments in project communities as required.
General
4. IRC Commitment:
- Adhere to the IRC Way (IRC Code of Ethics and Professional Conduct).
- Ensure optimal implementation of IRC policies within the scope of work.
- Be available for any additional tasks as directed by the supervisor or IRC management.
- Generate programmatic activity reports on a weekly and monthly basis.

Qualifications
1. Required Profile: Qualifications and Skills
- Possess a degree in Economics, International Development, Sociology/Psychology, Agronomy, Nutrition, or relevant field with significant professional experience.
- Demonstrate 1-2 years of experience in implementing NGO-led initiatives, particularly in emergency community development projects.
- Exhibit a strong grasp of beneficiary identification, selection, and registration processes with community participation.
- Showcase skills in developing and executing business plans.
- Proficient in multitasking and handling multiple responsibilities simultaneously.
- Proficient in computer applications including Word, Excel, PowerPoint, and MS Outlook.
- Possess strong organizational skills and thrive in high-pressure environments.
- Display excellent interpersonal skills and team-oriented attitude.
- Capable of working independently and collaboratively within a team.
- Perform efficiently and promptly.
- Show proficiency in project management and staff coordination within the department.
