Our objective is to establish our programs as exemplars of the highest global standards and to foster impactful and enduring change not only for our beneficiaries but for all individuals affected by humanitarian crises. To realize this vision, the IRC’s Technical Excellence (TE) group, housed within the Crisis Response, Recovery, and Development (CRRD) Department, furnishes technical support to IRC’s country program personnel and disseminates our insights to shape policy and practice.

The IRC’s Technical Excellence team consists of five specialized sector “Units” with profound expertise in their respective domains: Education, Economic Wellbeing, Governance, Health, and Violence Prevention and Response. Additionally, there are three enabling teams that provide support in measurement, program quality enhancement, and finance/grant management. Technical teams also collaborate with a cross-sectoral programming quality and content team during emergency responses.

IRC’s Technical Excellence teams extend five fundamental services to IRC country programs and the broader organization:

  1. Program Design: We assist country and regional teams in crafting cutting-edge programming, integrating the latest evidence, cost data, and expertise gleaned from successful interventions elsewhere, while acknowledging the unique insights contributed by country teams, partner organizations, and our beneficiaries.
  2. Quality Assurance: We collaborate with our measurement teams to develop and employ indicators for monitoring progress toward desired outcomes; we work alongside regional and country teams to assess program implementation progress, address operational hurdles, and adapt interventions in response to changing circumstances.
  3. Business Development: We collaborate internally and externally to formulate winning proposals and identify successful consortia; we leverage technical expertise in public forums and private meetings to position IRC as a preferred partner.
  4. Research & Learning: We collaborate with our research lab to design innovative research initiatives that fill evidence gaps, and we work closely with country teams to extract lessons from implementation, ensuring continuous enhancement of future program design and delivery.
  5. External Influence: We showcase IRC’s programs, technical insights, and learning to inform and advance policy and practices within the humanitarian sector.

Position Summary

The Governance Technical Unit amplifies the voices of individuals affected by conflict and crisis, including the climate crisis, by advocating for their right to influence issues and shape systems impacting their cities, towns, and communities.

To accomplish this, we:

  1. Empower individuals to participate in decisions affecting their lives,
  2. Influence national and local service delivery systems to provide effective and responsive services,
  3. Foster collaboration among individuals, groups, and leaders to promote alignment and resolve differences peacefully.

Job Description

The Governance and Systems Strengthening MEAL Advisor will lead the implementation of IRC’s global measurement strategy within governance and systems strengthening programming, including the specific research and learning agenda of the Governance Technical Unit. The MEAL Advisor will ensure the technical excellence of monitoring and evaluation approaches for TU-led and strategically focused country-led projects in governance and systems strengthening. Responsibilities include supporting the development and deployment of measurement toolkits, enhancing data quality, accessibility, security, and utilization to bolster governance and systems strengthening initiatives organization-wide. The advisor will also reinforce the use of core indicators, standardize measurement processes, and identify and address capacity-building needs within the Governance Technical Unit and country program governance staff. Collaboration with global and regional technical teams, the IRC Measurement Unit, country program teams, and sector-specific M&E focal points will be essential.

Primary Responsibilities

  1. Strategic Leadership and Alignment:
  • Develop and implement a Monitoring, Evaluation, Accountability, and Learning (MEAL) strategy tailored to the Governance Technical Unit’s objectives, aligning closely with IRC’s global Measurement priorities and the Power and Systems outcome strategy.
  • Provide expert technical support alongside Technical Advisors in the design, execution, and assessment of the power and systems outcome strategy, ensuring alignment with the Unit’s overarching objectives.
  1. Monitoring and Performance Oversight:
  • Define and manage standard indicators for the Governance Technical Unit, including specialized MEAL frameworks for the sector.
  • Spearhead initiatives to enhance understanding and adoption of these indicators, collaborating with internal stakeholders like the Measurement Unit, Technical Advisors, regional staff, and partner organizations.
  • Oversee the development of guidance materials and training resources to support consistent application of MEAL protocols.
  • Serve as the key contact for data toolkit development, liaising between the Measurement Unit and the Governance Technical Unit to refine tools based on user insights.
  • Facilitate the creation of data dashboards and platforms to bolster governance program reviews and decision-making processes.
  • Lead global data collection efforts, developing instruments and processes, analyzing findings, and producing comprehensive reports for programmatic and strategic use.

Learning Strategies and Collaboration

  1. Strategic Support for Governance Learning:
  • Work closely with the Governance Researcher to develop comprehensive learning strategies and resources that enhance governance initiatives.
  • Engage with Governance Technical Advisors (TAs) and relevant stakeholders to integrate local program data with IRC’s broader systems strengthening efforts.
  1. Data Assessment and Evaluation Frameworks:
  • Collaborate with colleagues across Technical Units (TUs) to evaluate existing data and anticipate future data needs related to systems strengthening and change initiatives.
  • Cultivate a culture of continuous learning within the Governance Technical Unit (TU) by promoting cross-project knowledge sharing and reflection on operational processes, enabling strategic adjustments where necessary.

Evaluation and Program Enhancement

  1. Defining Evaluation Approaches:
  • Develop evaluation methodologies tailored to governance and systems strengthening projects, facilitating both process-oriented and outcome-focused evaluations.
  • Support the implementation of surveys, assessments, and evaluations to optimize program design and delivery, working closely with Technical Advisors and research teams.
  1. Community Engagement and Data Utilization:
  • Assist country staff in implementing participatory monitoring and evaluation (M&E) methods at the community level, emphasizing beneficiary engagement and feedback integration.
  • Develop and disseminate guidelines and tools that empower teams to leverage data for program improvement and informed decision-making.

Primary Working Connections

  1. Reporting Structure and Internal Liaisons:
  • Reports directly to the Senior Director of the Governance Technical Unit within the CRRD Technical Excellence division.
  • Collaborates closely with the Governance Technical Unit’s senior management team and the Deputy Director to ensure strategic alignment and operational effectiveness.
  1. Internal Collaborations and Stakeholder Engagement:
  • Engages with the Scaling and Systems Senior Specialist to integrate innovative approaches into governance initiatives.
  • Works alongside Governance Technical Advisers across IRC’s global regions to leverage diverse expertise and insights.
  • Coordinates with the Measurement Unit’s MEAL sector focal points to optimize monitoring and evaluation processes.
  • Partners with the Airbel Governance Researcher to incorporate research findings into governance strategies.
  • Collaborates with IRC’s Airbel’s Best Use of Resources (BUR) team to optimize resource allocation and efficiency.
  • Interfaces with senior management teams within CRRD and regional leadership groups to align governance efforts with broader organizational goals.
  • Establishes relationships with global leaders in governance and system change to stay informed of emerging trends and best practices.
  • Engages with IRC’s global headquarters and the Awards Management Unit to ensure compliance and excellence in program implementation.

External Partnerships and Collaborations

  1. External Engagement and Networking:
  • Cultivates partnerships with international non-governmental organization (INGO) counterparts to foster knowledge exchange and collaboration.
  • Collaborates with relevant academic and research institutes to leverage academic insights and research-driven approaches in governance programs.

Desired Experience and Skills

  1. Relevant Work Experience
  • Minimum of 6-8 years of experience in humanitarian, international development, or related fields, focusing on governance and systems sectors, or relevant technical domains.
  • 3-5 years of experience in leading MEAL activities specifically aimed at governance and systems strengthening, preferably within humanitarian settings. Some governance and systems strengthening programming experience can substitute for dedicated MEAL experience in this field.
  1. Understanding and Expertise
  • Knowledge of current trends and priorities in MEAL relevant to the Governance and Systems Strengthening sector, with a focus on systems thinking.
  • Proven ability to collaborate effectively with diverse stakeholders to develop evidence and analytics to drive impact and enhance program performance.
  1. Methodological Proficiency
  • Proficiency in qualitative methods including outcome mapping, outcome harvesting, Most Significant Change, SenseMaker, social network analysis, and systemic action research.
  • Familiarity with participatory methodologies.
  1. Data Analysis and Training
  • Extensive experience in data structuring and applying data analysis principles.
  • Strong history of training colleagues in effective use of data-driven insights.
  • Ability to distill complex data into strategic insights that inform decision-making.
  1. Monitoring, Evaluation, and Learning (MEL) Skills
  • Mastery of both traditional and innovative MEL techniques to enhance program quality.
  1. Technological Proficiency
  • Expertise across various technology domains such as data management, software development, or coordination with software developers.
  • Experience in database development, utilization, and management, as well as data analysis and reporting.
  1. Language and Travel Requirements
  • Fluency in English is mandatory; proficiency in Arabic, French, and/or Spanish is advantageous but not mandatory.
  • Willingness to travel globally up to 25% of the time, occasionally at short notice.
