Education Programme Development Manager – Northwest and Southwest Cameroon

Key Responsibilities

As the Education Programme Development Manager, you will provide strategic leadership to strengthen and expand NRC Cameroon’s education portfolio across the Northwest and Southwest regions. The role focuses on designing high-quality, evidence-based education programmes that align with both national priorities and NRC’s regional and global strategies.

Your main responsibilities will include:

• Developing and implementing the Education Strategy, technical Standard Operating Procedures (SOPs), operational guidelines, and Macro Log Frames (MLFs), while ensuring meaningful integration of partnership approaches.
• Ensuring full compliance with NRC policies, the Global Education Strategy, technical guidance, handbooks, and other organizational standards.
• Leading the design, rollout, and continuous improvement of education programme tools, methodologies, SOPs, and technical guidance.
• Driving the growth of NRC Cameroon’s education programme by ensuring interventions remain relevant, needs-based, data-driven, and responsive to evolving humanitarian contexts.
• Leading education needs assessments and response analyses in collaboration with other Core Competency teams to promote integrated, multisectoral programming and support emergency preparedness and response.
• Providing technical advice to country programme teams on education interventions during new and ongoing humanitarian emergencies.
• Representing NRC in external coordination platforms, including education cluster meetings and engagement with humanitarian partners, government stakeholders, and other relevant actors.
• Supporting resource mobilization through the development of high-quality funding proposals, effective budget management, and timely donor reporting.

Candidate Profile

The ideal candidate combines strong technical expertise in education with strategic leadership experience in humanitarian programming.

Applicants should possess:

• A degree in International Relations, Education, Social Sciences, or a related field; a Master’s degree is considered an asset.
• At least three years of experience in a senior project implementation or programme management role within humanitarian or recovery settings.
• Proven experience working in complex, insecure, and rapidly changing operational environments.
• Demonstrated leadership in programme strategy, development, and management.
• Strong technical expertise in education programming, particularly non-formal education, youth-focused initiatives, and psychosocial support.
• The ability to work effectively within a matrix management structure and collaborate with multidisciplinary teams across different reporting lines.
• A proven record of delivering measurable programme results.
• Knowledge of market analysis, cash-based assistance, and market-oriented programming approaches.
• Strong leadership, coordination, and organizational skills.
• Excellent written and spoken English.
• Familiarity with the humanitarian context in Cameroon, particularly the Northwest and Southwest regions, is highly desirable.
• Experience supporting programme start-up, scale-up, transition, or exit strategies.
• Solid understanding of international humanitarian standards and frameworks, including INEE, Sphere, HAP, IASC guidelines, gender mainstreaming, International Humanitarian Law (IHL), and humanitarian principles, with the ability to integrate them into programme design and implementation.
• Experience strengthening the capacities of staff and implementing partners.
• A strong understanding of humanitarian action across the emergency, recovery, and protracted crisis continuum.
• Demonstrated commitment to Protection Mainstreaming and Safe and Inclusive Programming.
• Advanced proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook.
