CALL FOR APPLICATIONS (09 July 2024): Selection of 800 Young Men and Women (Refugees, Displaced Persons, Host Communities) and Youth Groups for Training in Social, Creative, or Cooperative Entrepreneurship – PBF PRONEC-REAMORCE Project
Background:
The Government of Cameroon, committed to fostering the development and well-being of its youth, recognizes their crucial role in preserving peace, promoting harmonious coexistence, and building a sustainable future. To this end, the government has established the National Civic Education Programme through Moral, Civic and Entrepreneurial Rearmament (“PRONEC-REAMORCE”), with support from the United Nations Peacebuilding Fund (PBF) through the project titled “Support for the implementation of the national civic education programme for the consolidation of peace, peaceful cohabitation and living together in crises-affected communities in Cameroon” (PBF-PRONEC-REAMORCE).
The overarching goal of the PBF-PRONEC-REAMORCE project is to empower young women and men from crisis-affected communities in Cameroon to participate actively in peace-building efforts. This is achieved by strengthening civic and citizenship education alongside entrepreneurial skills, fostering peaceful relations within and between communities (host communities, internally displaced persons, and refugees), and advocating for policies that effectively address youth concerns. The project targets 40 municipalities across eight regions of Cameroon (Adamawa, Centre, Far-North, East, Littoral, North, South, and West) and is implemented by four United Nations agencies: UNESCO, ILO, UNFPA, and UNWOMEN.
The International Labour Organization (ILO), responsible for implementing outcome 2 of the project, namely “Sustainable peace and community living are promoted by strengthening the technical and entrepreneurial skills of young women and men, including vulnerable people,” is collaborating with the Cameroon National Youth Council (CNYC) to “select 800 young men and women (refugees, displaced persons, host communities) for training in social, creative or cooperative entrepreneurship to promote peace initiatives.” This is the purpose of this call for applications. Following the selection and training process, the ILO will support approximately 150 young individuals whose projects are deemed relevant to peace-building in their respective communities.
Eligibility criteria
Individuals
- Be a young person aged 15 to 35, or a legally recognized youth association
- Reside in one of the beneficiary municipalities
- Have a project promoting harmonious living together in the selected sector(s) for the region or municipality
- Be literate and numerate
- Be a vulnerable young person, refugee, displaced person, or member of the host community
Groups (Associations, cooperatives, etc.)
- Be a legally recognized group
- Have a verifiable head office in one of the project’s host municipalities
- Be led by a young man or woman
- Have more than one young member
- Have a project that promotes harmonious living together in the selected sector(s) for the region or municipality
- Demonstrate smooth operation as a group
Note: Applications from young women and groups are strongly encouraged.
Geographic and sector-based targeting will be applied.
Application form: Individuals
- A completed application form (template attached), obtainable from the Subdivisional Youth Affairs Delegation or the National Youth Council in the relevant municipality
- A photocopy of the birth certificate
- A photocopy of the national identity card
- A photocopy of the certificate of registration with the National Youth Observatory
- A photocopy of the Biometric Youth Card or its receipt
- A photocopy of the highest diploma/apprenticeship certificate, if available
- A letter of recommendation signed by a community member of exemplary character
- A certificate of residence
- Any additional relevant documents demonstrating entrepreneurial experience (certificates, attestations, projects established and/or financed, etc.)
Note: For young refugees, please consider the following specifics, with the rest remaining unchanged:
- The photocopy of the refugee card will replace the photocopy of the birth certificate and national identity card.
- The letter of recommendation must be signed by a UNHCR official.
Groups (Associations, cooperatives, etc.)
Required Documents
- A fully completed application form (template provided), available from the Subdivisional Youth Affairs Delegation or the National Youth Council in the relevant municipality.
- Official documentation proving the legal existence of the group.
- Contact information for the head office (P.O. Box, phone, email, website if applicable) and the primary contact person (full name, title, phone, email).
- Recent activity reports and financial statements of the group.
- A letter of recommendation signed by a community member of exemplary character.
- Any additional documents that support the group’s entrepreneurial experience (certificates, attestations, projects established and/or funded, etc.).
Application Submission
Completed applications must be submitted in sealed envelopes to the Municipal Executive Offices of the National Youth Council and the Subdivisional Delegations of Youth Affairs and Civic Education (DAJEC) by 3:00 PM on July 26, 2024. Envelopes should be clearly marked with the following: “CALL FOR APPLICATIONS FOR THE SELECTION OF 800 YOUNG MEN AND WOMEN (REFUGEES, DISPLACED PERSONS, HOST COMMUNITIES) AND YOUTH GROUPS FOR TRAINING IN SOCIAL, CREATIVE OR COOPERATIVE ENTREPRENEURSHIP (BIT, UN WOMEN)”.
Evaluation Criteria
Applications will be evaluated based on:
- Relevance of the project or project idea.
- Contribution to promoting peace and harmonious coexistence.
- Potential for job creation and contribution to local development.
- Innovative nature of the project.
