What We Are Looking For
Since 2017, the Norwegian Refugee Council (NRC) has been working in Cameroon, specifically in four key departments in the Far North Region: Logone-et-Chari, Mayo-Tsanaga, Mayo-Sava, and Diamaré. NRC’s mission in Cameroon is to provide support to displaced populations, returnees, and host communities. This is achieved through specialized projects focusing on:
- Education
- Water, Sanitation, Hygiene, and Shelter (WASH/Shelter)
- Food Security and Livelihoods (LFS)
- Information, Counselling, and Legal Assistance (ICLA)
The Norwegian Refugee Council (NRC) is recruiting a Project Manager for its activities in Cameroon.
Employment Opportunity
With funding from USAID’s Bureau for Humanitarian Assistance (BHA), NRC Cameroon is implementing an ambitious program: the “Integrated Recovery Program for Strengthening the Resilience of Populations Affected by Intercommunity Conflict in Logone Birni.” This project focuses on three critical areas:
- Food Security and Livelihoods (LFS)
- Information, Counselling, and Legal Assistance (ICLA)
- Water, Sanitation, Hygiene, and Shelter (WASH/Shelter)
To lead and manage this initiative, NRC Cameroon is seeking a Multi-Sector Project Manager to be based in Kousseri.
Role and Responsibilities
As the Project Manager, your primary responsibilities will include:
- Project Management: Ensuring that all project components align with the Project Cycle Management (PCM) framework to achieve timely and effective implementation.
- Team Leadership: Overseeing and supporting the personnel assigned to the project, fostering a collaborative and efficient working environment.
- Stakeholder Engagement: Acting as the primary representative of NRC at the local level by:
- Developing strong, collaborative relationships with key stakeholders.
- Participating in local coordination forums to ensure smooth project implementation and representation of NRC’s interests.
- Reporting and Accountability: Producing high-quality, timely reports for donors, showcasing the project’s progress and outcomes.
- New Opportunities: Assisting in the development of proposals for additional funding opportunities identified during the project lifecycle.

What You Will Do
This position plays a pivotal role in ensuring effective project planning, execution, and monitoring. Below is an overview of the key responsibilities:
- Strategic Project Management:
- Develops, implements, and oversees the project’s monitoring and evaluation plans, budget forecasts, and work plans to ensure timely and effective delivery.
- Collaborates with the Monitoring, Evaluation, and Learning (MEL) team and technical managers in areas like WaSH, shelter, livelihoods and food security (LFS), and information, counseling, and legal assistance (ICLA) to design and conduct assessments.
- Capacity Building and Team Support:
- Identifies and addresses the capacity-building needs of staff and partners, providing targeted support as necessary.
- Coordinates with technical staff and other managers to ensure activities are conducted effectively and in alignment with project goals.
- Field Activity Oversight:
- Works closely with the MEL Department to monitor and ensure the quality of field activities.
- Promotes community accountability and engagement through the establishment of a robust Community Feedback Mechanism (CFM) at project sites.
- Budget Ownership and Reporting:
- Acts as the budget owner, ensuring careful oversight of expenditures through regular updates to expense plans and budget tracking.
- Alerts the Area Manager and Program Director to any significant developments, such as delays or discrepancies in budget consumption, and proposes adjustments when necessary.
- Representation and Coordination:
- Represents NRC at relevant coordination meetings and liaises with competent authorities, ensuring collaboration on behalf of the Area Manager.
- Ensures adherence to safe and inclusive programming standards by conducting relevant assessments and recommending adjustments as needed.

What You Will Bring
To excel in this role, candidates should meet the following requirements:
- Professional Experience:
- A minimum of 3 years of experience managing emergency projects in humanitarian or recovery settings.
- Experience working in complex and volatile environments and with displaced populations.
- Proven expertise in multi-sectoral and integrated project management.
- Technical and Organizational Skills:
- Strong understanding of donor rules and regulations.
- Experience in staff capacity building and a willingness to work in challenging field environments as required.
- Solid personal organizational skills, including time management and the ability to meet tight deadlines under pressure.
- Language Proficiency:
- Fluency in English and French, both written and oral, is required.
- Context-Specific Expertise:
- In-depth knowledge of the Cameroonian context, especially the Far North region.
- Strong skills in report writing, budget management, and an understanding of the humanitarian coordination framework.
What We Offer
- Duty Station: Cameroon, Kousseri.
- Contract Duration: 12 months, with the potential for extension.
- Travel Requirement: Up to 40%.
- Compensation: Grade 8 on NRC’s Cameroon National Salary Scale.

Eligibility and Compensation
