The United States Embassy in Cameroon is looking for PHS Global Health Security Agenda (GHSA) Coordinator. 

Duties 

The Public Health Program Specialist – Global Health Security Agenda (GHSA) Coordinator serves under the direction of the Centers for Disease Control and Prevention (CDC) Division of Global Health Protection (DGHP) Program Director, Cameroon. The job holder provides comprehensive administrative, managerial, and technical assistance to CDC DGHP Cameroon.

The jobholder is responsible for coordinating the implementation of Global Health Security Agenda (GHSA) and related activities, specifically for core technical areas that are deemed a priority for the CDC-Cameroon Office. These include but are not limited to: workforce development, emergency management, epidemiological surveillance, laboratory reinforcement, and health information systems. The job holder’s responsibilities include day-to-day program and administrative management, and coordination and collaboration between CDC Cameroon, the Ministry of Public Health, the CDC implementing partners, and other USG and international agencies to ensure that project implementation is consistent with the approved work plans and addresses program strategic objectives, Ministry of Health directives, and internationally recognized public health standards and best practices. This management role requires experience and knowledge of GHSA, results-oriented analysis, advocacy, and constant and clear communication.

Qualifications and Evaluations 

Requirements:

EXPERIENCE: Five (5) years of experience in working on public health programs on laboratory strengthening, workforce development, surveillance, emergency management or public administration and effective coordination and management of operations is required.

JOB KNOWLEDGE: A detailed knowledge of overall experience in project management for public health programming, including budget allocation and management. Training and experience in the evaluation of public health programs. Experience and knowledge with the planning, development coordination, and documentation of multi-sectoral and interagency public health programs. 

Incumbent must be able to work with minimal supervision and must exercise wide and independent judgment in interpreting and enforcing guidance and regulations. Must be able to analyze complex, sensitive issues and make recommendations to senior management and be able to work independently most of the time. Work is reviewed primarily in terms of results achieved.

Education Requirements:

  • A bachelor’s degree in public health, epidemiology, laboratory science, public administration, or business administration/management is required.

Evaluations: 

LANGUAGE: Fluency in English and Good Working Knowledge in French (speaking/reading/writing) are required. This may be tested.

SKILLS AND ABILITIES: Excellent oral and written communications skills to develop and maintain effective working relationships with national and international health partners are required. Ability to prioritize between competing demands and work with minimal supervision in a strict deadline environment. Good working knowledge of overall administrative requirements, budgeting, and fiscal management in support of contracts, cooperative agreements and grants is required. Intermediate user level of Microsoft Word, Excel, and databases is required. Numerical skills for data analysis are required and skills in data interpretation for program improvement. Keyboarding skill is required. This may be tested.

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Yaounde, Cameroon may receive a compensation package that may include health, separation, and other benefits.

For EFMs, benefits should be discussed with the Human Resources Office.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
