Main Objective and Key Responsibilities

As the Community-Based Protection Officer, you will report directly to the Protection Activity Manager and work closely with the Protection Technical Referent. You will be responsible for implementing and managing community-based protection activities across multiple projects. This includes monitoring and gathering evidence-based data to inform and adapt project development. You will also support the rollout of INTERSOS Community-Based Protection Guidelines, ensuring proper guidance for staff, monitoring the quality of activities, and overseeing outreach workers and volunteers.

Key Responsibilities:

1. Coordination and External Representation

  • Establish and maintain collaborative relationships with stakeholders within the target communities, ensuring the integration of community-based structures for maximum impact.
  • Actively participate in relevant working groups and coordination meetings on community-based protection, promoting INTERSOS’ values and strategic position.

2. Supervision and Follow-Up

  • Lead the development of capacity-building materials tailored to the community’s needs, ensuring they align with local plans and culture.
  • Develop culturally appropriate awareness materials based on Protection Risk Analysis.
  • Identify and map existing community groups and CBOs, advising the Project Manager on the best partnership opportunities.
  • Build and maintain strong relationships with partner CBOs, providing them with capacity-building support.
  • Act as the focal point for CBOs and community groups, ensuring adherence to protection principles and internal SOPs.
  • Ensure outreach workers/volunteers are trained on Safeguarding and PSEA, conducting regular refresher training.
  • Monitor and supervise community activities, ensuring compliance with agreed community partnerships.
  • Oversee the formation of Community-Based Protection Networks and work on their capacity building.
  • Provide regular feedback to the Protection Technical Referent, identifying challenges, best practices, and lessons learned to improve programming.
  • Establish feedback mechanisms for inclusive community participation.
  • Support teams in work organization, monitoring, and evaluating progress in community-based protection.
  • Assist the Project Manager in developing the operational strategy for community mobilization and protection efforts.
  • Coordinate payment procedures and documentation to ensure donor and organizational accountability.
  • Ensure administrative compliance with local authorities and organizational departments (finance, security, logistics, MEAL).

3. Implementation of Community-Based Protection Activities

  • Plan, coordinate, and manage community-based protection activities in accordance with INTERSOS guidelines, ensuring adherence to protection principles.
  • Ensure timely and high-quality planning, implementation, and monitoring of community-based protection efforts.
  • Conduct Protection Risk Analysis and community mapping to design and implement effective protection measures.
  • Lead asset mapping exercises to identify community strengths, resources, and allies.
  • Ensure that community spaces like WGFS and CFS are safe, secure, and culturally appropriate.
  • Organize and lead community dialogues on gender and protection, respecting local culture and context.
  • Collaborate with Case Workers and Protection Monitoring Teams to address root causes of protection issues.
  • Develop and propose awareness-raising plans involving committees, authorities, and beneficiaries.

4. Human Resources Management

  • Assist in recruiting outreach workers and volunteers, building their capacity on core protection principles.
  • Provide supervision and technical support to outreach teams in planning and conducting participatory activities, ensuring they follow INTERSOS protection guidelines.

Data Management and Reporting Specialist (Humanitarian Sector)

Data Management Responsibilities:

  • Review and analyze data gathered from community-based protection activities, ensuring the timely preparation and submission of weekly, monthly, and quarterly reports, or as requested.
  • Collaborate closely with the MEAL (Monitoring, Evaluation, Accountability, and Learning) Officer to facilitate the collection and consolidation of data for key performance indicators.
  • Ensure that all collected data is of high quality and properly processed before submission to the Project Manager.
  • Maintain an organized archiving system that complies with both internal and donor regulations, ensuring records are regularly updated and accurately categorized.

Reporting Responsibilities:

  • Assist in establishing effective reporting, monitoring, and evaluation systems for both internal and external use, in collaboration with the Reporting Assistant and other program staff.
  • Provide detailed information on all activities at the request of the Project Manager or the MEAL team.
  • Work with the Reporting Assistant to deliver daily and weekly field reports, including updates on activity progress, lessons learned, and success stories, using the required formats.
  • Ensure consistency and quality in the information provided by field teams, and validate it with the Project Manager before submission.
  • Contribute to donor reports and the development of new project proposals.

Accountability and Compliance:

  • In coordination with the Accountability Focal Point, ensure that accountability mechanisms are implemented at every stage of the project and are functioning optimally.
  • Actively engage teams in reporting any cases of fraud or abuse, including Sexual Exploitation and Abuse (SEA), and collaborate with the PSEA (Protection from Sexual Exploitation and Abuse) focal point when necessary.
  • Maintain a register to document beneficiary feedback and suggestions, ensuring they are considered in project activities.

Required Qualifications:

  • Educational Background:
  • A Bachelor’s degree (Bac +3) in Nutrition, Agri-food, or a related scientific field.
  • Alternatively, a state-certified nursing diploma (Bac +3) with a nutritionist focus.

Technical and Behavioral Competencies:

  • Work Experience:
  • Minimum of 2 years of experience in a humanitarian context, with at least 1 year in the field, particularly in the Northwest and Southwest Regions.
  • Familiarity with WFP (World Food Programme) food assistance modalities in similar settings.
  • At least 1 year of experience in team management; additional experience in similar responsibilities is considered an asset.
  • Technical Skills:
  • Proficiency in the Microsoft Office Suite (Word, Excel, Outlook).
  • Competence with common web browsers (Google Chrome, Microsoft Edge, Mozilla Firefox).
  • Experience with web-based communication tools such as Skype, Teams, Zoom, and WebEx.
  • Knowledge of Web 2.0 tools such as cloud storage and webmail.

Language Requirements:

  • Fluency in formal written and spoken English.
  • Strong communication and writing skills.
  • Proficiency in Pidgin or local dialects is an advantage.
