In partnership with Georgetown University’s Center for Global Health Practice and Impact (CGHPI), and in collaboration with Cameroon’s Regional Technical Groups (RTGs), we are implementing the SAFECARE-Cameroon Project—a five-year initiative funded by CDC/PEPFAR. The project aims to establish and maintain comprehensive, community and facility-based HIV services across PEPFAR-supported regions in Cameroon, accelerating the country’s progress toward HIV epidemic control.

To support this important work, we are seeking a qualified and experienced Senior Finance Officer to join our team in Yaoundé.

Position Summary

The Senior Finance Officer will provide high-level financial support to ensure the effective and compliant management of project funds. Working closely with the Finance & Operations Lead, this role involves overseeing financial operations, ensuring compliance with donor and internal regulations, producing accurate reports, and managing financial risks.

Key Responsibilities

  • Oversee cash management processes, including cash security, periodic physical counts, and checks on custodians and checkbooks.

  • Prepare and review vouchers and payment documents, ensuring they are properly authorized before expenses are incurred.

  • Record financial transactions daily using the organization’s accounting software.

  • Collaborate with the Finance & Operations Lead and the Country Program Director to review and approve project advances and liquidations in accordance with grant requirements.

  • Ensure compliance with internal financial policies and procedures, as well as donor regulations (e.g., 45 CFR 74, 2 CFR 230, 2 CFR 213).

  • Produce timely and accurate financial reports for donor submission.

  • Serve as the primary liaison with banking partners for day-to-day operations.

  • Monitor and report any strategic financial concerns to the Finance & Operations Lead and Country Program Director.

  • Perform monthly bank and petty cash reconciliations.

  • Maintain proper filing (both physical and electronic) of financial records.

  • Support the budget development process, ensuring accuracy and consistency.

  • Ensure timely remittance of all statutory deductions to relevant authorities.

  • Provide financial training and support to staff as needed.

  • Lead the preparation of month-end and year-end financial reports.

  • Review petty cash vouchers and verify approvals before processing.

  • Supervise Finance Assistants, the Finance Officer, and the Administration Officer.

  • Oversee staff travel and activity advance processing and timely reconciliation.

  • Prepare and post monthly payroll journal entries based on staff level of effort (LOE).

  • Contribute to the preparation of monthly management reports, including cost center analysis and financial forecasting.

  • Plan and monitor cash flow to support smooth program implementation.

  • Support reviews and audits of sub-grantee financial reports, identify risks, and help mitigate financial liabilities.

  • Provide backup support to the Finance & Operations Lead when needed.

Qualifications and Requirements

  • Proven experience in a senior financial management role, preferably in an international NGO or donor-funded environment.

  • Strong understanding of financial regulations applicable to U.S. Government grants.

  • Proficiency in accounting software and Microsoft Excel.

  • Excellent organizational and analytical skills.

  • Ability to lead and mentor junior finance staff.

  • High level of integrity and attention to detail.

  • Fluency in French and working proficiency in English are mandatory.

  • Position Summary: Driver – SAFECARE Project (03 positions)

The Driver will provide essential logistical support to the program, including safe transportation of personnel and goods, routine vehicle maintenance, and upkeep of related documentation. The Driver will work closely with the Logistics and Administrative Officer to ensure the functionality, safety, and cleanliness of all assigned vehicles.

Key Responsibilities:

  • Safely transport SHAC personnel, visitors, and authorized goods in accordance with Cameroonian traffic laws and SHAC safety policies.

  • Perform basic vehicle maintenance and report mechanical issues to the Logistics team. Coordinate with the Fleet Supervisor for major repairs.

  • Ensure vehicles are equipped with necessary supplies, including emergency kits, tools, and documentation.

RESPONSABILITÉS PRINCIPALES

  • Diagnostiquer avec précision les pannes ou dysfonctionnements

  • Rédiger des rapports techniques et de diagnostic illustrés

  • Planifier les interventions avec les clients

  • Remettre les équipements en état de fonctionnement optimal

  • Contribuer à la fidélisation des clients et au développement du chiffre d’affaires service et pièces

  • Promouvoir une gestion préventive et contractuelle de la maintenance (type Customer Service Agreement)

  • Assurer des interventions en astreinte (Hotline)

  • Maintenir l’outillage en bon état et opérationnel

  • Préparer les listes de pièces nécessaires pour les interventions

  • Veiller à une utilisation responsable du véhicule de service

VOTRE PROFIL

  • Titulaire d’un BAC+2 en mécanique ou électromécanique

  • Expérience professionnelle d’au moins 4 ans dans un poste similaire

  • Connaissances solides en hydraulique et en électricité

  • Maîtrise des moteurs thermiques et de leurs applications (groupes électrogènes, propulsion, centrales)

  • À l’aise avec les outils bureautiques (Excel, Word) et les logiciels de maintenance (SIS, ET, TMI)

  • Esprit d’analyse, rigueur et sens de la sécurité

  • Bonne présentation, références solides

À propos du programme V-Forêts

Porté par France Volontaires et l’initiative One Forest Youth Initiative (OFYI), le programme V-Forêts a pour objectif de préserver les forêts du Bassin du Congo en mobilisant des volontaires nationaux et internationaux. Il s’inscrit dans une démarche de coopération entre cinq pays :

  • Cameroun

  • Congo

  • Gabon

  • République Démocratique du Congo

  • France

Dans ce cadre, une mission de volontariat national est actuellement ouverte au Cameroun.

Volontaire – Chargé·e de sensibilisation à l’environnement

En tant que volontaire, vos principales missions consisteront à :

  • Mener des actions de sensibilisation auprès des populations locales sur les enjeux environnementaux ;

  • Participer à l’organisation et à l’animation d’activités éducatives sur l’écologie ;

  • Travailler avec des partenaires locaux pour promouvoir les pratiques durables et respectueuses de l’environnement.

Description of the organization:
 
The Cameroon Baptist Convention (CBC) Health Services is recruiting qualified Pharmacists to work in her hospitals. Complete application files should reach the Director of CBC Health Services on or before May 30, 2025.

Entry Requirements:

  • Applicants must be between 18 and 35 years of age by May 30, 2025.

  • Must demonstrate physical and mental endurance for extended work periods.

  • Must be a practicing Christian in good standing, supported by a recent church recommendation.

Application File Must Include:

  1. A handwritten application letter addressed to the Director of CBC Health Services, clearly indicating the applicant’s postal address and active phone number (preferably WhatsApp-enabled).

  2. A certified copy of the GCE Advanced Level Certificate.
