Position Overview:

Reporting directly to the GBV Coordinator and under the overall guidance of the UNFPA Representative, the Information Management Analyst (IMA) will be stationed in Yaoundé. The IMA will play a crucial role in supporting data management, information analysis, and reporting within the Gender-Based Violence (GBV) Area of Responsibility (AoR), and may also contribute to other humanitarian programs as required.

The United Nations Fund for Population Activities (UNFPA) is recruiting a Gender Based Violence Information Management Analyst.

Cameroon is currently grappling with three distinct humanitarian crises: one in the Far North due to extremist insurgency along the border with Nigeria, another in the East Regions stemming from political and social unrest in the Central African Republic, and a third in the English-speaking regions of the North West and South West due to a secessionist movement. All three crises exhibit a significant gender-based violence (GBV) dimension within the broader context of protection and access to reproductive health services, highlighting the vulnerability of women and particularly young girls in volatile environments.

In response to these humanitarian challenges, UNFPA is collaborating with government authorities, UN sister agencies, and non-governmental organizations to prevent and address GBV while providing comprehensive sexual and reproductive health (SRH) services to affected populations. UNFPA’s response efforts encompass a wide range of interventions, including assisted delivery, obstetric care, family planning, GBV coordination, clinical management of rape, psychosocial support (PSS), case management, establishment of safe spaces for women and girls, and GBV prevention initiatives.

Job Purpose:

  1. The role of the Information Management Analyst (IMA) within the Country Office (CO) setting is to facilitate the effective management of GBV information systems and data analysis in Cameroon. The IMA will establish and maintain collaborative relationships with government ministries, civil society organizations, UN entities, and other development partners.

You will be responsible for:

  1. Data Collection and Management
  • Conduct robust analyses of secondary data to track trends and patterns of GBV, ensuring the availability of pertinent information throughout the Humanitarian Programme Cycle, including MIRA/MSNA.
  • Consolidate existing assessments of GBV situations and collaborate with governmental bodies, international and local organizations, and UN agencies to conduct participatory analyses of GBV.
  • Perform necessary analyses and computations to generate key humanitarian figures for the GBV Area of Responsibility (AoR), including needs severity assessments, GBV People in Need (PiN), response targets, and financial requirements for the Humanitarian Needs Overview (HNO) and subsequent Humanitarian Response Plan (HRP).

Contributing to Response Monitoring Framework and Information Management Tools

  1. Contribute to developing the response monitoring framework for the GBV Area of Responsibility (AoR) and design information management tools to gather pertinent response data from GBV stakeholders. This includes mapping services and developing comprehensive matrices (3/4/5Ws) to enhance coordination and information sharing within the sector.

Regular Analysis and Priority Formulation

  1. Conduct ongoing analysis of GBV response progress and identify gaps to determine priorities, such as geographic focus areas and specific service needs. Use analysis findings to guide resource mobilization, funding appeals, and advocacy efforts.

Development of Information Management Products

  1. Create regular information management products to visualize and report on GBV needs and response progress. This includes generating dashboards, service mappings, and other visual tools to effectively communicate analysis findings.

Ensuring Data Quality and Capacity Building

  1. Ensure the accuracy and standard of data submitted by GBV actors meet analytical requirements. Provide continuous capacity building support to GBV stakeholders on information management and reporting tools through training sessions, one-on-one support, and learning sessions during GBV sub-cluster meetings.

Representation and Standardization

  1. Represent the GBV AoR and integrate GBV inputs into inter-sectoral information management activities. Collaborate with the GBV working group to adopt standardized incident report/intake forms and other relevant documentation. Conduct training for partner organizations and sectors on form usage, emphasizing the Guiding Principles for Working with GBV Survivors and adherence to the GBV Information Management System (GBVIMS).

Supporting Programme Implementation

  1. Provide accurate and up-to-date information to facilitate budget preparation, programme design, and evaluation. Enhance project efficiency through effective implementation follow-up with implementing partners.

Enhancing Data Collection and Fundraising Support

  1. Support the Sexual and Reproductive Health (SRH) team in initiating data collection efforts for humanitarian action and contribute to fundraising initiatives aimed at expanding humanitarian data collection efforts.

Facilitating Knowledge Sharing and Communications

  1. Promote appropriate knowledge sharing with donors, media, and strategic partners to enhance transparency and collaboration within the GBV sector. Ensure that gender, sex, and disability disaggregated data and inputs are provided to the GBV Working Group.

Strengthening Communication and Capacity Building

  1. Foster effective communication and networking through partnerships and collaborations, aiming to strengthen coordination among GBV partners and across sectors. Develop capacity-building initiatives on information management for GBV Area of Responsibility (AoR) members, partner organizations, government institutions, UNFPA, and its humanitarian response partners. Facilitate skills transfer in utilizing relevant GBV information management tools.

Qualifications and Experience:

Education:

  • Hold a Master’s degree in Information Management Systems, Public Health, Demography, Statistics, Sociology, Social Work, or a related social science field.

Knowledge and Experience:

  • Possess three years of relevant experience in Gender-Based Violence Information Management.
  • Demonstrate professional expertise in information management for the humanitarian sector, including secondary data reviews, reporting using 3/4/5W formats, and gap analysis.
  • Previous experience in information management for Protection Clusters or GBV AoR is advantageous.
  • Familiarity with Gender-Based Violence Information Management Systems (GBVIMS) is beneficial.
  • Exhibit a deep understanding of survivor-centered approaches to GBV programming, particularly in relation to information management.
  • Have knowledge of humanitarian architecture and the Cluster Approach.
  • Showcase the ability to synthesize extensive information into concise resources for decision-making and advocacy.
  • Demonstrate proficiency in information management, database development, usage, and maintenance.
  • Possess advanced computer skills, including MS Word, Excel, PowerPoint, Access, database management, Power BI software, Data Studio, Adobe Illustrator, and Adobe InDesign, with expertise in pivot table and chart analysis.
  • Familiarity with GIS software such as QGIS/ArcGIS.
  • Display strong overall computer literacy, including competence in various MS Office applications, email, internet, and monitoring tools.

Languages:

  • Fluency in both French and English languages is essential.
