DRC in Cameroon
DRC began operations in Cameroon in 2018, assisting Central African Republic refugees and vulnerable Cameroonians in the Adamawa region. Currently, we implement a holistic approach to enhance protection and economic recovery through a regional office in Meiganga and sub-offices in Djohong and Garoua-Boulai.
In 2019, DRC expanded to the South West region, addressing the needs of forcibly displaced people affected by the Anglophone crisis. We operate in the Meme, Fako, Kupe-Manenguba, and Ndian divisions, with an office in Buea and a sub-base in Kumba. Our focus is on rural and hard-to-reach areas, providing essential needs, protection, and income-generating opportunities.
Most recently, in 2023, DRC expanded to the Far North of Cameroon, providing protection, promoting peace, strengthening governance, and fostering economic resilience in the face of complex crises affecting the region.
Overall Purpose of the Role
The Monitoring & Evaluation (M&E) Officer is responsible for overseeing and executing M&E activities within the designated implementation areas. This includes collecting data, contributing to community accountability initiatives, and ensuring that project activities align with organizational goals and beneficiary needs.
Tasks and responsibilities
Monitoring
- Conduct both quantitative and qualitative data collection activities in the field.
- Assist in the testing and refinement of monitoring tools to be utilized during project activities and aid distribution.
- Oversee distribution and post-distribution monitoring, including voucher redemption, to ensure activities uphold beneficiary safety and dignity, adhering to the ‘Do No Harm’ principle.
- Gather data for specific assessments as needed.
- Identify and refer potential vulnerable cases to the protection team when necessary.
- Promptly inform the supervisor of any safety incidents.
- Address and resolve problems or conflicts that may arise during monitoring activities and respond to minor beneficiary complaints.
Reporting and information
- Assist in preparing and submitting weekly and monthly reports to management, highlighting achievements and challenges related to monitoring.
- Capture high-quality photos of DRC activities when appropriate.
- Generate periodic monitoring reports to provide programs with accurate and valuable data for informed project development.
- Participate in internal program evaluations.
Accountability
- Ensure that all activities comply with DRC’s accountability principles.
- Support the implementation of DRC’s complaints mechanism, including disseminating information about the process.
Experience and technical competencies
- A minimum of 1 year of direct experience in monitoring and evaluation.
- Training in quantitative methodologies, including database management, is preferred.
- Strong analytical skills and a comprehensive understanding of various monitoring, evaluation, and assessment methods to promote evidence-based learning.
- Proven ability to design, commission, and manage assessment methodologies and techniques, including focus group discussions, key informant interviews, and observations.
- Excellent verbal and written communication skills.
- Ability to analyze data and present it in a clear and concise manner for diverse audiences.
- Proficiency in MS Word, Excel, and PowerPoint.
- Ability to garner support from staff across teams and build the capacity of others.
- Demonstrated ability to coordinate effective resource allocation to ensure high-quality programs.
- Experience working within budget constraints.
- Familiarity with qualitative research techniques.
Education
- A diploma in development economics, statistics, research methods, or a related field, or equivalent professional qualifications and experience.
Languages
- Professional competency in English is required.
- Proficiency in the local language (Pidgin English) is required.

General Regulations
- Adhere to DRC’s instructions for security, confidentiality, and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework.
- Refrain from engaging in any other remunerated activity during the contract term without prior authorization from DRC.
- Avoid any activity that could interfere with DRC or the implementation of any project during the contract term.
- Do not give media interviews or post photos or other material related to the project without prior permission.
- Return all equipment borrowed for the project to DRC after the contract ends or upon request.
