Context
The Programme Assistant-Cash Based Transfers (CBT) is responsible for executing specialized and standard processes and activities related to CBT implementation. They will work under the guidance of the Head of Field Office.
Accountabilities/Responsibilities
- CBT Implementation: Perform specialized and/or standardized tasks related to CBT interventions, ensuring they align with broader program policies and guidelines.
- Capacity Building: Conduct capacity-building activities for WFP staff, cooperating partners, and national governments to enhance their understanding and skills in CBT.
- Monitoring and Evaluation: Support monitoring and evaluation efforts by generating reports, analyzing data, identifying trends/issues, fostering learning, and promoting the dissemination of lessons learned in CBT programming.
- Coordination: Coordinate cash-based transfer activities with relevant stakeholders, including the government, WFP partners, and other UN agencies, advocating for CBT as the preferred assistance method for humanitarian and development programs.
- Project Management Support: Provide specialized project management support to CBT programs, ensuring activities are executed efficiently to achieve objectives and comply with WFP policies and procedures.
- Technical Support: Offer technical support in implementing cash transfer activities that benefit recipients in the East Region of Cameroon.
- Data Compilation and Analysis: Gather data and assist in analyzing and preparing reports that support decision-making.
- Program Alignment: Perform specialized and/or standardized tasks within the specific technical area, ensuring alignment with broader program policies and guidelines.
- Project and Office Support: Provide project management and/or general office support following established targets and WFP’s policies and procedures.
- Monitoring Plans: Assist in developing project and context-specific monitoring plans that are risk-based and focused on measuring results.
- Data Compilation and Reporting: Compile data and support analysis and preparation of reports within the specific area of responsibility to inform operational decision-making.
- Emergency Preparedness: Adhere to standard emergency preparedness practices to ensure WFP can quickly respond and deploy resources to affected areas during a crisis.
- Food Assistance Program Implementation: Facilitate the implementation of food assistance programs under guidance, utilizing a basic understanding of program design, implementation, and monitoring principles and best practices.
- Project Review: Review and provide feedback on new projects and budget revisions during local project review committee meetings to ensure appropriate indicators, targets, and quality monitoring and evaluation systems are documented in program documents.
- Partner Report Review: Evaluate partner reports and offer technical feedback to improve the quality of output and outcome reporting.
- Collaboration: Work closely and share information with internal colleagues to support effective teamwork, implementation, and monitoring of ongoing social protection activities.
- CBT Expertise: Serve as a point of contact for addressing general inquiries related to the CBT modality.
- Other Duties: Take on additional responsibilities as needed.
Qualifications & Experience Required
- Education: Completion of secondary school education. A post-secondary certificate in a relevant field is preferred.
- Experience: A minimum of 5 years of experience in a relevant field.
- Languages: Fluency (level C) in English and good working knowledge of French.

- Program Implementation: Experience contributing to the implementation of programs.
- Policy Awareness: Exposure to or involvement in policy discussions.
- Time Management: Ability to work under pressure, meet tight deadlines, and manage multiple tasks independently.
- Teamwork: Ability to collaborate effectively within a team and build strong working relationships with people from diverse national and cultural backgrounds.
