About the Job
Cameroon faces one of the highest HIV prevalence rates in West and Central Africa, with an estimated 2.7% of adults in reproductive age at average risk affected by HIV (DHS 2018). This high prevalence is linked to high-risk sexual behaviors such as inconsistent condom and lubricant use, as well as a significant number of sexually transmitted infections (STIs). Stigma and discrimination further isolate vulnerable populations, limiting their access to essential services like antiretroviral therapy (ART) and hindering efforts to control the HIV epidemic in the country.
The National AIDS Control Committee (NACC) leads the country’s response to the epidemic, coordinating the implementation of the National HIV/AIDS Strategic Plan 2021-2023. This plan aims to reduce the impact of HIV and STIs by lowering morbidity and mortality rates and addressing the socioeconomic challenges caused by the epidemic. One of the key strategies is to improve access to prevention, care, and treatment services, particularly for key populations (KPs) and priority populations (PPs).
The USAID-funded Community HIV/AIDS Investments for Longer and Healthier Lives (CHILL) program has set the following objectives:
- HIV testing for key and priority populations (KPs & PPs).
- ART uptake for those who test positive, ensuring immediate linkage to treatment.
- Improving treatment retention by strengthening connections between facility-based and community-based services and providing enhanced community support for adherence and follow-up care.
The Care and Health Program (CHP) will serve as the prime implementer for the CHILL program, working in partnership with fifteen local community-based organizations (CBOs). This collaborative effort includes the Ministry of Public Health (MOH), the NACC, and other key stakeholders to enhance the capacity of the national, regional, and community-level HIV response.
These initiatives will extend the reach of HIV-related services across five focus regions in Cameroon. Through evidence-based prevention, care, and treatment programs, the project will generate valuable data to inform future interventions and improve HIV outcomes for key and priority populations in the country.
Job Opportunity: Monitoring & Evaluation (M&E) Manager – CHILL Project
- Location: Yaoundé, Cameroon

Project Overview:
The CHILL (Community HIV/AIDS Investments for Longer and Healthier Lives) project is committed to improving the effectiveness of HIV prevention, care, and treatment services for key and priority populations in Cameroon. We are seeking an experienced Monitoring & Evaluation (M&E) Manager to join the team and lead efforts to monitor and assess the impact of our HIV-related programs.
Key Responsibilities:
M&E Team Management and Support (30%):
- Lead and manage the CBO Partner Monitoring and Evaluation teams and M&E Assistants to ensure smooth implementation and monitoring of CHILL program activities.
- Ensure timely and effective monitoring and evaluation of activities at all levels.
- Track and maintain field data collection equipment, ensuring all tools are operational and effective.
- Assess M&E training needs within the team and work with relevant stakeholders (e.g., data quality managers, OBC CIRs) to design and implement training programs to address these needs.
- Coach, train, and supervise CHILL M&E Assistants and M&E Managers within partner organizations to build technical capacity and promote knowledge exchange.
- Facilitate the use of data dashboards by M&E Managers and data quality managers to enhance data-driven decision-making.
- Provide regular performance assessments for data quality managers under your supervision, ensuring the highest standards are met.
Data Management and Quality Assurance (35%):
- Identify weaknesses and propose solutions to existing data collection and management systems to improve the overall workflow.
- Support M&E Managers and data quality managers in partner organizations to ensure a strong understanding of data indicators, reporting methodologies, and activity tracking.
- Ensure data accuracy and integrity by overseeing the capture and verification of data entered into the DHIS2 e Tracker at site and partner levels.
- Handle weekly, monthly, and quarterly DHIS2 e Tracker database downloads, ensuring accurate data compilation and storage.
- Implement and oversee data quality assurance sessions within partner organizations, including routine assessments, weekly verification meetings, and validation processes.
- Develop and implement data quality improvement plans in collaboration with both OBC and CHILL technical teams.
- Conduct field visits to monitor data collection processes, ensure data quality, and verify accuracy.
- Collect and validate monthly physical reports from partner organizations, ensuring proper archiving and documentation.
Data Analysis and Use (25%):
- Ensure availability and proper use of standard data management procedures at all CHILL project sites.
- Develop data dashboards for quick analysis and decision-making by both program and partner organizations, leveraging data from DHIS2 e Tracker.
- Analyze and distribute program data to CHILL technical staff and partner managers, helping to guide programmatic decisions and improve service delivery.
- Provide technical assistance to M&E officers within partner organizations, assisting with data analysis and report generation.
- Collaborate closely with CHILL and OBC technical teams to organize data review sessions at the partner level, optimizing project outcomes and service offerings.
- Validate and review monthly reports submitted by partner organizations, ensuring accuracy and providing constructive feedback for continuous improvement.
- Contribute to mapping hotspots and estimating the size of key populations in the target areas to inform future programming strategies.

Position Profile:
Educational Background:
- Bachelor’s degree in Public Health or a related field such as sexuality, reproductive health, maternal health, social sciences, statistics, nursing, international development, or an equivalent combination of education and relevant work experience.
- Training and experience in project implementation, research, management, or evaluation is required.
Professional Experience:
- At least 3 years of experience in database development and data collection for monitoring, evaluation, and learning purposes.
- Minimum 2 years of experience working with relational databases, preferably MSSQL.
- Experience in the development, testing, and refining of databases and data collection systems using MSSQL and DHIS2 eTracker platforms.
- Familiarity with customizing DHIS2 for data integration.
- Proficiency in using Power BI for data visualization and management.
- Strong command of quantitative and qualitative statistical analysis tools (e.g., NVIVO, R, SPSS).
- Advanced skills in MS Excel and professional use of MS Word.
Desired Attributes:

- Fluent in English and Nepalese.

- Ability to work with target groups, especially individuals living with HIV/AIDS.
- Good interpersonal communication skills, maintaining calm under pressure.
- Strong report preparation skills, with experience in event notes and record keeping.
- Proficiency in using Excel, office software packages, email, and the Internet.
CHP Employment Policy
- CHP hires temporary staff either full-time or part-time, requiring a certificate of secondment or resignation.
- Staff hired on secondment will return to their original position after the secondment period ends.
