Duties
The Data Analyst will be an integral member of the Strategic Information (SI) Team, providing technical support to the Ministry of Health (MOH) and its partners in advancing HIV epidemic control. This will be achieved through the systematic collection, analysis, and use of high-quality surveillance and program performance data.
The incumbent will actively participate in collaborative engagements with bilateral and multilateral international partners to strengthen national systems for aggregated reporting, electronic medical records, and laboratory information management.
Reporting to the Supervisory Public Health Specialist and SI Team Lead, the Data Analyst will support both the CDC country office and the President’s Emergency Plan for AIDS Relief (PEPFAR) interagency team. The role focuses on improving the quality, analysis, and utilization of program data to guide evidence-based decision-making and strategic investments within PEPFAR-supported programs.
Key Responsibilities
- Provide analytical support for priority clinical program areas, including HIV prevention, adult care and treatment, maternal and child health, and tuberculosis.
- Strengthen national capacity to utilize data for program planning, target setting, and informed decision-making.
- Support implementing partners in entering data into designated databases while ensuring compliance with established data quality standards.
- Contribute to program monitoring activities, including field visits and data quality assessments.
- Analyze surveillance data, including population-based surveys, and generate geospatial insights to guide program prioritization and identify service gaps.
- Prepare abstracts, scientific manuscripts, and technical presentations for conferences and professional meetings.
- Assist in the development of annual work plans and coordinate with program partners to ensure compliance with reporting guidelines and timelines.
- Participate in interagency technical working groups and national technical committees, as assigned.

Qualifications and Evaluations
Requirements
Selected candidates must be able to obtain and maintain one of the following:
- A Security Certificate, or
- A Public Trust background investigation security clearance.
All selected candidates will undergo a background investigation and may also be required to complete a pre-employment medical examination. The selected candidate must be able to assume duty within a reasonable timeframe following receipt of the necessary authorizations, clearances, or certifications.
Education
A Master of Science degree in Statistics, Public Health, Bioinformatics, or Health Information Management is required.

Professional Experience
A minimum of five (5) years of professional experience in public health data management and/or health informatics, particularly within HIV-related programs, is required.
Language Requirements
- Fluency in English (speaking, reading, and writing) is required.
- Working proficiency in French (speaking, reading, and writing) is required.
Language proficiency may be tested during the recruitment process.
Knowledge Requirements
The candidate must demonstrate:
- Extensive knowledge of data analytics, Strategic Information (SI), and Monitoring & Evaluation (M&E) methodologies.
- Strong understanding of HIV prevention programs, related policies, regulations, and programmatic frameworks supporting testing, counseling, and linkage to care at national and international levels.
- Practical knowledge of program management related to contracts, cooperative agreements, and grants.
- In-depth understanding of current HIV/AIDS public health issues.
- Familiarity with the host government health system, including Ministry of Health policies, regulatory frameworks, and program priorities.
- Up-to-date expertise in epidemiology, biostatistics, and data systems, including experience with PEPFAR reporting platforms such as DATIM and PANORAMA.
- Strong quantitative skills to evaluate data quality, perform analysis, and interpret results effectively.
Skills and Abilities
- Excellent interpersonal, written, and verbal communication skills with the ability to build and maintain effective working relationships with national and international partners.
- Strong organizational and time-management skills, with the ability to manage competing priorities and work independently under tight deadlines.
- Practical knowledge of administrative procedures, budgeting, and financial management related to grants, contracts, and cooperative agreements.
- Proficiency in Microsoft Office applications (Word, Excel) and database management systems.
- Experience with statistical analysis software (e.g., R, Stata, SPSS, SAS, or similar tools).

The annual gross salary includes:

A seniority allowance is provided in accordance with local labor regulations. Eligible positions may also receive a cashier allowance.

Holidays
The U.S. Mission in Yaoundé and the Embassy Branch Office in Douala observe both American and Cameroonian public holidays, totaling approximately 19 holidays per year.
