IDENTIFICATION

Job Title: MEAL Officer
Reports to: MEAL Manager/ Programme Coordinator
Duty station: Buea
Type of contract: Fixed Term
Duration of employment contract: 12 Months

Main objective and tasks 

The MEAL Officer is responsible for monitoring and reporting on the project’s performance, under the supervision of the Program Coordinator (PC), and the collaboration of the Project Manager (PM). S/he prepares the project’s monitoring plan, ensures that all the indicator data is captured according to the proper methodology, archived and reported consistently across the different reporting templates. S/he will train the project team to the proper use and reporting of the different data collection template s/he will develop with the support of the PM and the PC

1. Development of project performance tools

    • Develops the project monitoring plan, which clearly defines methods for disaggregating and calculating indicators, as well as the frequency of collection and reporting, in accordance with the project logical framework, work plan and donor performance assessment tools.
    • Ensures that tools and forms to produce harmonized audit sources are validated, available, properly used and archived, both physically and electronically.
  • Discusses with business owners their needs, constraints, and problems regarding the use of current data collection tools, and proposes improvements and optimizations on processes, tools and deadlines.

2. Staff training and accountability 

  • Informs project staff on project indicators, collection and calculation methods, frequencies and models.
  • With the support of the project manager, trains the teams on report templates.
  • Identifies gaps in data collection, validation and archiving and, in collaboration with the project manager, develops a training program to address relevant issues.
  • Relays questions raised by project teams regarding the use of reporting or monitoring tools to the project manager and programme coordinator and proposes solutions or improvements

3. Data Management

  • Coordinates data collection and analysis, including documentation and reporting, to ensure accountability to the donor and the organization.
  • Implements data collection tools for surveys,
  • Builds and maintains project databases: geographical, beneficiaries and documents.
  • Ensures that the quality of the data collected is properly processed before being submitted to the project manager and program coordinator.
  • Ensures that the program’s ranking system is in place, complies with internal and donor regulations, and that the ranking is regularly updated.
  • Ensures that appropriate report templates are available and distributed within the project team.

4. Reporting

  • Prepare and share a weekly performance report (planning vs. completion)
  • Cross-check the integrity, consistency and consistency of the performance data reported in each of the project report templates and raise any issues with the project manager.
  • In conjunction with the project manager and activity officers, coordinates the collection of the most significant impacts generated by the project (testimonials, case studies and success stories) and ensures monthly reporting.

5. Accountability

  • Acts as an accountability focal point to those affected, ensures that all accountability tools are implemented at all stages of the project and ensures their optimal functioning, compiles complaints and monitors their handling by the relevant INTERSOS staff.
  • Engages teams and actively reports cases of fraud or abuse, including SEA cases discovered by teams or partners, in collaboration with the PSEA focal point.
  • Through tracking suggestion boxes and feedback logs, reports weekly and monthly on feedback from beneficiaries and other stakeholders on project activities and impacts.

Educational and professional experience required 

    • Bachelor’s degree in business informatics, quantitative data management, statistics and/or any other related scientific field.
    • Minimum of 2 years of experience in a humanitarian context, in an association, NGO or INGO
  • Proven work experience in project monitoring and evaluation in a similar context.
  • At least 1 year of field work experience in the NW or SW context during the crisis
  • Experience working and / or collaborating on a JLP project would be an asset
  • Technical and behavioral competencies required
  • Advanced Knowledge of common survey and Data collection tools (KoboToolbox, SurveyMonkey, Google Forms, Enketo)
  • Basic humanitarian GIS tools (OpenStreetMaps, Google Earth and Google Custom maps)
  • Basic Database processing tools (Excel and Access)
  • Microsoft Office Suite (Word, outlook),
  • Mainstream web browsers (Google Chrome, Microsoft Edge, Mozilla Firefox)
  • Web-based mainstream chat and conferencing tools/platforms (Skype, Teams, Zoom and WebEx)
  • Web 2.0 tools (cloud storage, webmail and others)
  • Strong redactional skills
  • Adaptability and readiness to carry out numerous field trips
  • Analytical and reporting skills
  • Capacity to work under pressure, flexibility
  • Excellent interpersonal and communication skills

Languages 

  • Fluency in both written and oral formal English
  • Fluency in Pidgin English
