Job Description

The Norwegian Refugee Council (NRC) delivers programs across several sectors: Water, Sanitation, and Hygiene (WASH), Shelter, Information, Counselling and Legal Assistance (ICLA), Livelihoods and Food Security (LFS), and Education. Since 2018, NRC has been active in the Northwest and Southwest Regions, addressing the needs of internally displaced persons (IDPs) and host communities impacted by the Anglophone Crisis that began in 2017.

The Logistics Officer is critical to the successful implementation of NRC’s support functions. This role involves overseeing the daily execution of logistics operations in the Southwest, ensuring quality and timely implementation. The officer will also collaborate closely with partners and suppliers to guarantee efficient logistics delivery.

Key Responsibilities

A. General Responsibilities

  1. Ensure compliance with NRC policies, tools, handbooks, and guidelines.
  2. Execute delegated tasks within the support function portfolio in alignment with the action plan.
  3. Develop and submit status reports as required by the management team.
  4. Maintain organized and accurate documentation through proper filing systems.
  5. Advocate for and implement innovative improvements in support functions.

B. Specific Responsibilities

1. Fleet Management
  • Manage all transportation needs, including organizing the movement of goods and personnel, overseeing drivers, and maintaining vehicles.
  • Oversee preventive and corrective maintenance for NRC vehicles, ensuring availability of essential spare parts.
  • Implement and enforce compliance with the Driver’s Manual and Logistics Manual.
  • Optimize vehicle usage by maintaining effective movement plans and rationalizing movements to reduce the carbon footprint.
  • Identify and document technical gaps, fleet issues, and escalate concerns to the Area Manager, Support Coordinator, and relevant technical teams.
  • Monitor and report on fuel usage, maintaining accurate records and following NRC’s fuel management procedures.
  • Ensure all vehicles meet operational standards, including routine maintenance per the maintenance plan, and assist in developing this plan.
  • Facilitate procurement of vehicle spare parts and select qualified service providers for maintenance tasks.
  • Provide training and professional development opportunities for drivers.
  • Respond promptly to contingencies such as accidents, breakdowns, and incidents.
  • Verify vehicles are equipped with necessary documentation and equipment.
2. Reporting and Documentation
  • Compile and submit monthly reports on vehicle usage, carpooling, generator management, stock/store management, and asset tracking.
  • Prepare reports for TerraMar, mid-term, and year-end logistics reviews, ensuring compliance with NRC procedures.
  • Update Office 365 with logbooks, vehicle maintenance records, and fuel reports.
3. Coordination and Compliance
  • Work closely with Fleet Assistants and base drivers to maintain smooth operations.
  • Support compliance with NRC’s environmental sustainability goals by optimizing logistics processes.
  • Monitor and document service provider performance and vehicle usage for audit and operational improvement.

Key Skills and Competencies

  • Strong understanding of fleet management and logistics procedures.
  • Proficiency in data management systems (e.g., TerraMar).
  • Ability to train and guide teams, fostering continuous development.
  • Experience in preparing detailed reports and managing compliance with organizational policies.
  • Proven problem-solving abilities to manage contingencies like accidents or technical failures.

2. Inventory and Warehouse Management

  • Storage Space Management: Ensure adequate storage space availability while maintaining strict order and cleanliness in the warehouse or store.
  • Compliance with Standards: Verify that the warehouse/store setup adheres to NRC sizing and operational standards.
  • Access Control: Guarantee that only authorized personnel have access to the warehouse for receiving or handling supplies and equipment.
  • Loading and Unloading Supervision: Coordinate the activities of truck workers for efficient loading and unloading of materials. Oversee the proper packing and movement of goods within the warehouse.
  • Discrepancy Handling: Ensure that any items with discrepancies, either pre- or post-shipment, are promptly returned to the suppliers.
  • Inventory Reception and Distribution: Receive equipment and supplies, allocate them to designated locations, and distribute them as per NRC protocols.
  • Electronic Record Keeping: Maintain digital records of all procurement documents, including purchase orders, requisitions, and goods receipt notes (GRNs).
  • Expiry Management: Notify the support coordinator and program managers of the expiration dates of consumable items stored, supported by weekly stock updates.
  • Shipment Inspection: Inspect the physical condition of shipments upon arrival, ensuring alignment with accompanying documents.
  • Stock Reporting: Prepare regular stock reports and support periodic inventory audits to verify accuracy.
  • Incident Reporting: Immediately record and report any loss, damage, or discrepancies.
  • Procedure Compliance: Ensure strict adherence to warehouse procedures and complete documentation for all stock movements.
  • Inventory Oversight: Organize regular inventory audits of assets and stock, ensuring alignment with NRC’s established procedures.

3. Asset Management

  • Spot Checks: Conduct regular spot checks on assets and stock at your field location to maintain operational integrity.
  • Quarterly Inventory Counts: Actively participate in quarterly counts of assets and stock to validate records.
  • Asset Tracking: Maintain and regularly update the asset tracking file, ensuring accurate monitoring of asset movements.
  • Movement Monitoring: Track the transfer of assets within the base or during transit across mission locations.
  • Asset Registration: Ensure all assets are properly registered, monitored, and logged in the system with traceable inventories.
  • Donor Reporting: Assist in drafting detailed donor reports related to asset management, ensuring compliance with donor requirements.
  • Procedure Implementation: Support the effective application of asset management policies and procedures in daily operations.
  • Team Coordination: Actively participate in departmental planning and review meetings to align on goals and priorities.

Job Qualifications and Application Details

Required Professional Qualifications

A. General Competencies:

  • Demonstrated experience as a Support Function Officer in a humanitarian or recovery-focused context.
  • Previous experience operating in complex and volatile environments.
  • Proven ability to achieve documented results relevant to the listed responsibilities.
  • Proficiency in English and working knowledge of French is an advantage.

B. Specific Skills, Knowledge, and Experience:

  • A bachelor’s degree in Logistics, Statistics, or a related field.
  • At least 2 years of professional experience in a similar role, preferably within an NGO.
  • In-depth understanding of the South-West and North-West regions of Cameroon.
  • Evidence of achieving results aligned with the responsibilities of the position.
  • Fluency in English (written and spoken); working knowledge of French is advantageous.
  • Strong computer proficiency, particularly with Microsoft Office.
  • Excellent communication and organizational skills.
  • Ability to work effectively under pressure and independently.
  • Fluency in the local language of the region is highly desirable.
