Overview

Cameroon faces the challenge of managing three intertwined humanitarian crises alongside the secondary impacts of pandemics and outbreaks like cholera, which have significantly increased the country’s needs. Moreover, recent inflation driven by higher food and transport costs has further exacerbated the situation.

As of December 23, there are approximately 1.1 million internally displaced persons and 486,000 refugees and asylum seekers within Cameroon.

NRC has been operational in Cameroon since April 2017 and currently maintains five field offices: Maroua and Kousseri in the Far North, Buea in the South-West, Bamenda in the North-West, and Batouri in the East. Employing around 150 staff, NRC Cameroon’s mission is to provide essential aid to those affected by the ongoing crises.

NRC’s interventions in Cameroon encompass WASH (Water, Sanitation, and Hygiene), shelter, Information Counseling and Legal Assistance (ICLA), Livelihood and Food Security (LFS), and Education initiatives.

Role: Human Resources & Administration Manager – Cameroon

Job Responsibilities

Overview

The primary role of the HR & Administration Manager is to oversee and enhance all HR and Administration functions within the NRC Country Programme in Cameroon, ensuring robust, efficient, and effective support.

Key Responsibilities

Human Resources

  • Implement global standards and initiatives within the country and area offices, focusing on NRC People Management Systems, Diversity, Equity, and Inclusion, Talent Management, Learning and Development, Duty of Care, and PSEA (Prevention of Sexual Exploitation and Abuse).
  • Develop and execute strategic HR priorities at the country level, collaborating with senior management and programs to ensure HR activities align with program needs.
  • Ensure compliance with NRC HR standards and procedures across all area offices.
  • Provide proactive support to Area Managers, HR Coordinator, L&D Coordinator, HR Officers, and HR Assistants to enhance HR functions at the area office level.
  • Establish and oversee a comprehensive staff care program, ensuring regular review and implementation of adequate staff care systems countrywide.
  • Facilitate national staff development and capacity building initiatives.
  • Offer guidance to senior staff and hiring managers on recruitment and HR procedures.
  • Enhance recruitment processes to meet NRC’s minimum standards.
  • Strengthen training, induction, onboarding, and offboarding processes.
  • Improve the quality of performance management across the Cameroon Country office, fostering a culture of performance among line managers.
  • Ensure all job descriptions align with NRC standards and keep templates updated.
  • Verify payroll accuracy before transmission to the Finance team/Manager.
  • Manage personnel cases in accordance with established guidelines and policies.

Administration

  • Manage office spaces, accommodations (including residences and guesthouses), ensuring efficient operations and maintenance.
  • Organize and maintain Country Office documentation, including electronic archiving of NRC’s official documents and compliance with national administrative requirements (registration, legal services, documentation).
  • Develop and implement induction and welcome packages for staff and visitors.
  • Handle work permits, immigration, and visa processing for staff, guests, and consultants.
  • Supervise service contractors responsible for cleaning, reception, and maintenance.
  • Collaborate with logistics to maintain current framework agreements with legal firms, psychologists, medical providers, labor doctors, hotels, and other service providers.

Qualifications and Experience

Professional Competencies

  • Possess a minimum of three years’ experience as a senior HR Manager in a humanitarian or recovery setting.
  • Hold a university degree at the first level in Human Resources; familiarity with complex and volatile contexts is advantageous.
  • Demonstrated track record of achieving results related to the position’s responsibilities.
  • Self-awareness of own leadership skills and profile.

Context-Specific Skills, Knowledge, and Experience

  • Familiarity with the local context and languages of Cameroon is beneficial.
  • Experience in strategic HR management, HR systems development, and quality management.
  • Proficiency in medium-scale recruitment and onboarding processes.
  • Background in managing large and dynamic country programs.
  • Strong interpersonal skills, teamwork orientation, and experience in capacity building.
  • Previous involvement in learning and staff development initiatives.

Behavioral Competencies

  • Proactive in initiating action and driving change.
  • Proficient in managing performance and fostering development.
  • Skilled in empowering and building trust among teams.
  • Capable of handling insecure environments with strategic thinking.

Job Description

Location: Yaounde, Cameroon
