1. First-Tier Candidates

Position Title: Movement Operations Manager

Context:
Since its establishment in 1951, the International Organization for Migration (IOM) has prioritized Movement Operations as a key component of its work. Facilitating the organized movement of individuals in need of international migration assistance is a core mandate and vital aspect of IOM’s operations. To date, IOM has successfully facilitated the international transportation of over 15 million migrants and refugees worldwide. The Department of Operations and Emergencies (DOE) at IOM’s Geneva Headquarters oversees the coordinated efforts of Movement Operations departments in various IOM missions. These departments fall under the division of Resettlement and Movement Management (RMM) and are responsible for managing all aspects of travel for migrants and refugees under IOM’s care. This involves adhering to framework agreements with resettlement and receiving governments, as well as collaborating with partners across the spectrum of IOM’s programs.

Responsibilities:
Reporting directly to the Chief of Mission and under the general supervision of the Head of Operations for the Great Lakes, West and Central Africa Region (GLWCA), the Movement Operations Manager assumes responsibility for overseeing all movement operations activities in Cameroon.

1. Overseeing Movement Operations Activities

Responsibilities include:

  • Supervising up to seven teams engaged in movement operations activities in Cameroon, encompassing field support, data processing, compliance, and movements.
  • Managing staff development processes, such as recruitment, training, task assignments, and performance feedback, to ensure high-quality work and accurate completion of activities.
  • Acting as a technical supervisor for movement operations staff members in locations where no dedicated Movement Operations Officer or Manager is present.

2. Efficient Management of Airport Assistance

Responsibilities include:

  • Overseeing the efficient and effective management of airport assistance for individuals arriving in and departing from Cameroon, including documentation, luggage handling, escorts, and special assistance.
  • Ensuring that staff deliver the highest quality service, interact appropriately with airport and government officials, and promptly address urgent issues.
  • Monitoring work schedules, validating hours, and handling relevant financial paperwork in coordination with the IOM finance department.

3. Assistance at Transit Centers and Third-Party Facilities

Responsibilities include:

  • Supervising staff providing assistance to individuals at transit centers or third-party facilities.
  • Monitoring the weekly shift schedule to ensure adequate coverage for maintaining a professional, safe, secure, and clean environment.
  • Addressing issues as they arise and continuously seeking opportunities for IOM to enhance assistance.
  • Conducting regular checks to ensure that third-party facilities meet IOM standards.
  • Managing assets, inventories, financial paperwork, quality control of vendors, and transit center vehicles and schedules (where applicable).

4. Coordinating Support Services

Responsibilities include:

  • Ensuring the coordination of selection mission support, exit permit support, interpretation services, and pre-departure counseling for individuals at various locations, including airports, transit centers, camps, consolidation points, and third-party facilities.
  • Supervising transportation coordination from consolidation points, transit centers, and third-party facilities, and addressing special needs such as meals, medication, wheelchairs, and medical conditions.
  • Handling financial paperwork related to selection missions, exit permits, and interpretation services as required.

In all these responsibilities, adherence to the highest ethical standards and guidelines established by IOM is paramount.

1. Completion of Bookings and Travel Information Distribution

Responsibilities include:

  • Overseeing Movements staff members in Cameroon to ensure the completion of all bookings in accordance with the Handbook of IOM Tariffs (HIT).
  • Ensuring compliance with program-specific Standard Operating Procedures (SOPs) and supervising the distribution of travel information to stakeholders.
  • Overseeing the creation of movement data files and supervising Movements staff members in compiling and analyzing descriptive statistics.
  • Certifying and handling the processing of vendor-incurred costs.

2. Secure Data Processing and Reporting

Responsibilities include:

  • Ensuring that Data Processing staff members securely store documentation and data in accordance with IOM principles and guidelines.
  • Supervising the timely dispatch of travel documents and coordination of exit permits and travel documents by the Data Processing team.
  • Overseeing the preparation of regular data mining reports on MiMOSA and providing management with advice on potential issues and suggested corrective actions.

3. Compliance and Project Activities

Responsibilities include:

  • Ensuring efficient and effective compliance activities related to project monitoring and evaluation, training, youth services, project reporting, project support, and protection.
  • Supervising the Operations Specialist, Compliance, and ensuring regular reporting on accomplished work, particularly in relation to training of Movement Operations staff members and youth service activities at IOM transit centers.

4. External Relations and Representational Duties

Responsibilities include:

  • Regularly liaising with airlines to secure competitive fares with the most direct routing, representing the best interests of beneficiaries.
  • Collaborating and liaising with other teams, units, government authorities, relevant embassies, and the United Nations High Commissioner for Refugees (UNHCR) in Cameroon.
  • Representing IOM at partner meetings and conferences as necessary.

5. Handling At-Risk and Sensitive Cases

Responsibilities include:

  • Supervising the appropriate handling of at-risk and sensitive cases, including assistance for unaccompanied refugee minors (URMs), in line with IOM’s policies, procedures, and guidance outlined in the Movement Management Manual (MMM).
  • Ensuring staff members receive adequate training on working with at-risk and sensitive cases and mainstreaming prevention of sexual exploitation and abuse (PSEA) through awareness and training sessions.

6. Quality Assurance and Reporting

Responsibilities include:

  • Supervising quality assurance procedures, including regular checks conducted by staff members and efficient submission and response to incident reports.
  • Compiling statistics and regularly reporting to the Chief of Mission and Head of Operations for the Great Lakes, West and Central Africa region on relevant activities.
  • Streamlining report preparation and presentation methods to improve assistance and ensure timely compilation, summarization, and presentation of data on all procedures.

1. Demonstration of Knowledge and Professionalism

Responsibilities include:

  • Demonstrating a comprehensive understanding of relevant Movement Operations Standard Operating Procedures (SOPs) and systems/databases such as iGATOR, MiMOSA, SAR, and Amadeus.
  • Upholding professionalism, impartiality, and unbiased behavior in all interactions with migrants and colleagues, in accordance with the IOM Code of Conduct and instructions on the prevention of sexual exploitation and abuse (PSEA).

2. Confidentiality, Compliance, and Reporting

Responsibilities include:

  • Maintaining and ensuring the confidentiality and integrity of all relevant paperwork, adhering to standards of conduct and data protection rules.
  • Promptly alerting the Chief of Mission, Head of Operations for the Great Lakes, West and Central Africa (GLWCA) region, or management to any instances of non-compliance with SOPs or codes of conduct by IOM staff members or partners.

Additional Responsibilities:

  • Performing any other duties as assigned.

Required Qualifications and Experience:

Education:

  • Master’s degree in Political or Social Sciences, Development Studies, Human Rights, International Relations, Law, or a related field from an accredited academic institution, with five years of relevant professional experience; or
  • Bachelor’s degree in the above-mentioned fields, with seven years of relevant professional experience.

Experience:

  • Prior experience in Movement Operations, particularly within IOM, is highly preferred.
  • Transportation-related and/or management experience is a strong advantage.
  • Familiarity with IOM’s Movement Operations program implementation, as well as administrative, financial, and business rules and practices, is desirable.

Skills

  1. Strong written and verbal communication skills and the ability to effectively communicate with and lead a team.
  2. Demonstrated proficiency with IGator, MiMOSA, SAR, and Amadeus.
  3. Excellent computer skills and a high level of proficiency in spreadsheet and database applications.

Languages

  1. IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
  2. For this position, fluency in English and French is required, both orally and in writing. A working knowledge of another official UN language (Arabic, Chinese, Russian, and Spanish) is an advantage.
  3. The proficiency of the required language(s) will be specifically evaluated during the selection process, which may include written and/or oral assessments.

  • The list of NMS countries mentioned above includes all IOM Member States that are not represented in the Professional Category of staff members. For this staff category, candidates who are nationals of the duty station’s country cannot be considered eligible.

  • Appointment will be subject to certification of the candidate’s medical fitness, accreditation, residency or visa requirements, and background verification and security clearances. Please note that, with certain exemptions, vaccination against COVID-19 will generally be required for individuals hired on or after November 15, 2021.
