The International Federation of Red Cross and Red Crescent Societies (IFRC) is currently recruiting a Cash and Voucher Assistance (CVA) Officer.

Job Purpose

The Cluster CVA Officer will provide technical guidance to enhance the quality, effectiveness, and accountability of cash-based interventions. The role involves identifying practical solutions to operational challenges, supporting the procurement of Financial Service Providers for National Societies in the region, strengthening institutional capacities in CVA, and facilitating technical coordination among partners engaged in cash programming.

The position contributes to informed decision-making and effective implementation, ensuring that National Societies deliver timely, high-quality, and accountable cash and voucher assistance to populations affected by crises. The role directly supports operations in Cameroon, Equatorial Guinea, São Tomé and Príncipe, and Gabon, while also providing advisory support to five additional countries in the region.

In addition, the incumbent will support National Societies in advancing their cash preparedness, enabling them to design and deliver CVA interventions efficiently, at any scale, and at short notice. This includes ensuring that CVA is systematically considered as part of response options analysis and that decisions are evidence-based. The role also promotes the integration of CVA across relevant operational plans and programmes.

The CVA Officer will work closely with the Regional CVA Coordinator (based in Nairobi) as well as cluster focal points for Disaster Management, Procurement, and Preparedness. Collaboration with the Regional Cash Coordinator and the Cash Hub will also be essential as required.

Key Duties and Responsibilities

In coordination with cluster technical leads and the Regional CVA Coordinator, the CVA Officer will focus on the following areas:

CVA Design, Implementation, and Monitoring

• Support the implementation and periodic revision of CVA components within National Societies’ response plans and budgets across Central Africa
• Provide hands-on technical support to IFRC teams and National Societies in the design and rollout of cash and voucher interventions
• Ensure effective planning, preparedness, and delivery of CVA activities within DREF operations and Emergency Appeals
• Facilitate timely market assessments, mapping of Financial Service Providers, and procurement processes (including tendering and contracting) to ensure efficient programme delivery aligned with objectives
• Monitor the progress of CVA interventions across National Societies in the region and ensure compliance with IFRC reporting standards

CVA Preparedness

• Support National Societies (NSs) in the procurement of Financial Service Providers (FSPs), in close coordination with the Regional Office
• Contribute to strengthening cash preparedness across relevant NSs and IFRC Country Cluster Delegations, including facilitating self-assessments, trainings, and broader capacity-building initiatives
• Ensure that effective beneficiary communication strategies, feedback mechanisms, and accountability frameworks are established for all NSs planning or implementing CVA interventions
• Guide NSs in adapting standard tools to their operational context and ensure adherence to established standards, in line with the Red Cross and Red Crescent Movement’s Cash in Emergencies Toolkit
• Support NSs in developing robust post-distribution monitoring (PDM) systems, including market monitoring, to generate consistent and standardized indicators for CVA implemented during emergency responses
• Collaborate closely with Finance and Logistics teams to ensure that all CVA-related procedures—particularly those linked to FSP procurement—are properly applied

CVA Coordination and Reporting

• Establish and strengthen coordination mechanisms for CVA among Movement partners, including ICRC, Partner National Societies (PNS), and implementing National Societies, both through the cross-cutting CVA Community of Practice (CoP) and at country level
• Contribute to the preparation of monthly reports on cash and voucher assistance delivered by National Societies participating in the CoP with CVA components in their programmes
• Ensure that key CVA messages and relevant updates are effectively communicated and shared with CoP members
• Support global annual cash reporting and data consolidation processes
• When relevant, engage with external stakeholders (e.g. Cash Working Groups, NGOs, WFP) to ensure effective coordination at country level

Additional Responsibilities

• Provide support to the DCPRR Coordinator on departmental priorities related to preparedness, prevention, and emergency response activities

Education

• University degree or equivalent professional qualification in Humanitarian Assistance or a related field
• Completion of Practical Emergency Cash Transfer (PECT) training or other advanced cash programming courses
• Cash Level 2 certification
• Training in market assessments
• Technical training in disaster preparedness, response, and recovery
• Proficiency in data collection tools such as ODK or KoBo

Experience

• Minimum of 5 years of experience in humanitarian assistance
• At least 3 years of hands-on experience in implementing or coordinating cash and voucher assistance programmes
• Demonstrated experience in conducting assessments, including market analysis and cash feasibility studies
• Proven track record in capacity strengthening of National Societies or local partners, including delivering training, mentoring, and on-the-job coaching
• Solid understanding of data protection and responsible data management in humanitarian contexts
• Experience in procuring and managing Financial Service Providers
• Familiarity with integrated data management systems such as RedRose
• Experience working in complex, multicultural, and challenging environments

Knowledge, Skills, and Languages

• Strong knowledge of disaster management across the response cycle, with a particular emphasis on recovery and cash-based interventions
• Good understanding of key humanitarian sectors, including food security, shelter, livelihoods, and WASH
• Proven ability in strategic and operational planning, budgeting, and reporting for emergency responses incorporating CVA
• Sound understanding of the challenges related to delivering cash assistance at scale and the ability to address them effectively
• Knowledge of feedback and response mechanisms, including appropriate communication channels with affected populations
• Strong analytical and problem-solving skills, with the ability to make sound decisions independently and perform under pressure
• Excellent interpersonal and communication skills, with the ability to represent the IFRC and influence stakeholders
• Demonstrated ability to transfer knowledge and build the capacity of staff and volunteers
• Fluency in both English and French (written and spoken)
